75-per cent reservation in private sector jobs for Haryana youth

In a major development that paves way for ensuring 75-per cent reservation to the youth in Haryana in private sector, The Deputy Chief Minister Mr Dushyant Chautala on Monday, 6th July put the proposal for an draft of ordinance before the cabinet and was immediately passed in the meeting held at Haryana Secretariat under the chairmanship of Chief Minister Shri Manohar Lal.

In the next cabinet meeting, the ordinance would be approved and this would be immediately enacted in the State.

He said that the responsibility of registration would lie on the concerned company or job provider.

Mr Chautala told that those companies which would not register on the portal, they will face a penalty from Rs 25000 to Rs one lakh under section-3 of Haryana Employment To Local Candidates-2020 besides the concern would have to pay daily fine of Rs 5000 if the clause violated by the company.

Under Haryana State Employment to Local Candidates Act -2020, all private industries, units, firms and employment providers which would have more than 10 employees in its premises would be covered in this Act. These rules would apply to recruitment after the date of notification of this ordinance.

The Deputy Chief Minister said that Domicile certificate would be mandatory for the candidate to take the benefit under this scheme and this scheme would be implemented by the Labour department. He said that all those companies which would be covered under this act would have to register the entire data of employees on the portal.

Relaxations under this Act

Private Companies would have to inform the labour department if they would not be able to find the employees according to their requirement.

Thereafter the labour department would permit those companies to give jobs to the youths belonging to other states.

हरियाणा में स्थानीय लोगों को आरक्षण

हरियाणा अब भारत के उन आधे दर्जन राज्यों में शामिल हो गया है, जहां उद्योग को स्थानीय लोगों की नियुक्ति अनिवार्य है। अभी इस प्रस्ताव को अंतिम रूप दिया जाना है, लेकिन सरकार ने उस अध्यादेश पर कैबिनेट की मंजूरी ले ली है, जिसमें निजी क्षेत्र के रोजगार में हरियाणा के स्थानीय निवासियों के लिए 70 प्रतिशत आरक्षण अनिवार्य किया गया है।

यह नियम नई इकाइयों पर लागू होगा, न कि मौजूदा इकाइयों पर, लेकिन सरकार को उम्मीद है कि यह हरियाणा के निवासियों को रोजगार देने की दिशा में बड़ा कदम है।

भारत के कई अन्य राज्यों में भी इस तरह का आरक्षण दिया गया है, लेकिन इसकी सफलता अलग अलग है।

कांग्रेस नेता कमलनाथ की सरकार ने मध्य प्रदेश में स्थानीय लोगों को निजी क्षेत्र में 70 प्रतिशत आरक्षण देने का प्रस्ताव किया था। लेकिन राज्य के वित्त मंत्री जयंत मलैया ने प्रस्ताव का स्वागत करते हुए इसी समस्याओं की ओर ध्यान दिलाते हुए कहा था, ‘मैं कोटा के प्रावधान का व्यक्तिगत रूप से स्वागत करता हूं। हमने अपनी सरकार के कार्यकाल में 50 प्रतिशत कोटा लागू करने की कवायद की थी। लेकिन निवेश लाने की हमारी औद्यागिक नीति हिस्सा के रूप में यह लागू नहीं हो सका। कुशल और तकनीकी मानव संसाधन से जुडी कुछ दिक्कतें हैं।
