Draft of Rights of Electricity Consumers Presented<\/strong><\/span><\/h3>\n

The Union Ministry of Power has for the first time presented a detailed draft of the rights of electricity consumers under the Electricity Act 2003. While the Consumer Charter currently exists in the Act, the recent draft empowers customers and provides them with supply rights. Opinions have been sought from stakeholders on this draft. This draft details services and rights.<\/p>\n

The new connection will take prepaid\/ smart prepaid meters<\/strong><\/span><\/p>\n

The draft mandates that no new connections be made without meters. It will be prepaid or smart prepaid meter<\/strong>. There will be a facility to recharge prepaid meters as mobile phones beyond the existing meters. It can be remotely monitored and operated. This will enable consumers to pay as much as they use electricity. This will help in monitoring the usage of electricity and will not be a waste. By this, customers will get rid of late bills and wrong bill related problems.<\/strong><\/p>\n

Online bill payment<\/strong><\/span><\/p>\n

Where prepaid meters are not installed, electricity bill of more than s1,000 will be paid online.<\/strong> It proposes to give customers a discount on digital payments. All private sector companies offer online payment. This system may cause problems in rural areas, but will improve the revenue of distribution companies in urban areas.<\/p>\n

Reliable supply<\/span><\/strong><\/p>\n

The draft has kept the principle of 24-hour power supply as the right of customers.<\/strong> It would, however, have the authority to reduce the hours of supply to the respective state power regulators for certain categories such as agriculture.<\/p>\n

Compensation to customers<\/span><\/strong><\/p>\n

This power is the most important according to consumer rights. Some SERCs have made provision for compensation for discoms, but the draft paves the way for automatic compensation to customers. It is also a guideline for states that have not yet made compensation provision. Shantanu Dixit, group convenor of Prayas Energy Group, said, “If the proposal for automatic compensation is implemented, it will be a revolutionary step. If you have a prepaid or smart meter, the interruption and other service standards will be automatically detected. In this case, the distribution companies will be obliged to pay the customers automatic compensation. This will create a real accountability situation.’ Customers can ask for compensation if power supply is interrupted, stops coming, problems are not resolved.<\/strong><\/p>\n

Productive consumer<\/span><\/strong><\/p>\n

Globally productive consumers are common. This is new in India, where there will also be an electricity customer supplier. Any common consumer can set up a renewable power plant in their premises and transmit additional power to the grid. Any person can set up a renewable power plant and can produce electricity. Also, he can adjust it in the power supply made by the discom. The draft seeks to simplify the process of sale, metering and compensation to electricity distribution companies.<\/p>\n
