The Challenges of Credit Growth Before Banks<\/strong><\/span><\/h3>\n

India’s banking regulator is unhappy with commercial banks’ attempts to avoid risk. These banks are refraining from lending to productive sectors of Asia’s third major economy. The Reserve Bank of India (RBI) says this trend undermines banks’ role as key financial intermediaries in the economy.<\/p>\n

Bankers are not giving loans to those considered to be able to contribute to economic growth and provide employment because in their view these people are not worth lending. At the same time, people whom banks are willing to give loan are not asking for loans from them.<\/span><\/strong><\/p>\n

Historically, whenever bank loans have been used as a means of economic growth, the amount of bank loans has increased. This occurred after the beginning of liberalization in the nineties. In the last decade also, to avoid the impact of the global financial crisis, the same thing happened when banks were asked to accelerate economic growth by giving loans to all.<\/p>\n

The financial system was flooded with cheap loans and bankers willingly gave loans to the unqualified borrowers. Because of this, the risk capital was left with the banks. When the RBI decided to evaluate the asset quality in the year 2016, the unruly behavior of banks came to light. This first-of-its-kind exercise showed that the quantum of stranded debt had increased. Subsequently, the RBI stopped 11 public sector banks from distributing loans.<\/p>\n

Credit growth is being seen only in the micro, small and medium units (MSME) sector. Banks are openly distributing loans to the MSME sector as the government has guaranteed repayment of these loans. But the MSME sector alone cannot boost credit growth as the banking penetration of this segment is less than one-fifth of the bank credit market. Barring MSMEs, some road projects and some public enterprises are currently taking loans from banks. Banks would prefer to give loans to most large industries with good ratings, but they have not been asking for loans.<\/p>\n

The question arises that what are the banks doing with the money they keep with them? They are raising interest at the rate of 3.35 per cent by placing this amount in the reverse repo account of RBI. If there are chances of earning more by distributing debt, then any idiot will be satisfied with 3.35 per cent interest. But banks are not stupid. They are doing this because the options are limited.<\/p>\n

Certainly, loan books of some banks (especially private sector banks) are increasing significantly but this growth is not due to risk mitigation or lack of vigilance. Actually these banks are smart and they are taking away loans from public banks to corporate customers at a cheaper rate. Although the overall loan allocation is not increasing, some banks are taking over the share of other banks by giving cheap loans.<\/p>\n

It is unreasonable to expect banks to risk capital to revive the economy. Once demand comes and industries are ready to set up new factories, banks must give them loans. But demand will also arise only when consumers are convinced that the epidemic is being controlled. In this battle against the Covid epidemic, the government has not really been seen working very poorly.<\/strong><\/span><\/p>\n

The responsibility rests with the government, not the banks. It is unreasonable to expect banks to show more courage in terms of money of common people. Apart from this, banks themselves also need capital. Most private banks have raised capital from the market in the last few months but the government has not spoken about public banks. The RBI’s annual report has emphasized recapitalization of banks as their current capital will be insufficient to make up for the losses caused by the epidemic. RBI has already warned that after the epidemic, the problem of debt stuck in the banking system will increase.<\/p>\n
