A Look at The Journey of Economic Reform in The Country<\/strong><\/span><\/h3>\n

In depth, the major improvements are relay races rather than furrota races. They involve the combined efforts of various institutions and individuals within a long period of time. It works through the development and promotion of ideas and important components like the committee process.<\/strong><\/span><\/p>\n

The problem of inflation in India has been continuous. On February 20, 2015, the Reserve Bank of India (RBI) set a target to keep inflation within the prescribed range. But this story actually started from the nineties and will probably go till 2025. The RBI fixed the exchange rate of the US dollar and the rupee for a long time at $ 31.37 per rupee due to abundant capital inflows. For this, the RBI bought a large amount of dollars, which led to a huge rupee in the market and created inflationary conditions.<\/p>\n

C Ranganathan and SS Tarapore, who were the then RBI chiefs, had a keen sense of these difficulties. They understood the barriers of the ‘impossible trio’: no \u200b\u200bcountry could maintain monetary policy autonomy, nor handle its exchange rate, nor openness to its capital account. His strategic insight was that the way forward would be through an open capital account and a flexible exchange rate with which successful monetary policy would also be necessary to keep inflation within target. These ideas were then assimilated within the RBI.<\/p>\n

In 2007, the Percy Mistry committee suggested setting inflation targets. The Raghuram Rajan Committee also repeated this in the year 2009. When consumer price index (CPI) -based inflation rose above 5 per cent in February 2006, understanding of previous years gave a future perspective and inflation in India became a persistent crisis.<\/p>\n

The Commission, constituted under the chairmanship of Justice BN Srikrishna to reform the financial laws, gave suggestions in 2013 about the procedure related to the functioning of the Monetary Policy Committee. Apart from this, it was also said to make RBI accountable for keeping inflation low and stable. After this the Urjit Patel Committee on Monetary Policy Reforms also advocated this common sense.<\/p>\n

A two-tier strategy was created within the Finance Ministry. Through the WMA Agreement implemented in the late nineties, the fiscal deficit was prohibited from being provided by the RBI. It was earlier an agreement between the Ministry of Finance and the RBI and later took the form of the Fiscal Responsibility and Budget Management (FRBM) Act. Similarly, inflation targeting was also initiated earlier through a monetary policy draft agreement between the RBI and the Ministry of Finance. Later it was amended to include the RBI Act.<\/p>\n

The new format of monetary policy also produced rapid results. In the last decades, instead of continuous failure on the inflation front, total inflation has been limited to the range of 2-6 per cent. For the first time in the country’s recent history, monetary stability is within reach.<\/p>\n

But at the same time a lot has to be done for this so that even small changes in the policy rate can affect the economy so that more control over inflation can be achieved. For this, reforms of banking regulation and bond market regulation will need to implement well-established agenda. This work will take another five years. If it works, then the story of India’s monetary policy system is called temporary in 1934 to the RBI, clear thinking in the nineties, and after the second round of reforms in 2015 until the inflation fixation format to fully work by 2025 will go on. It is a long way and every generation of reformers hand over the torch to the upcoming reformer.<\/p>\n

Some similar examples are GST, anti-black money law. All these have started from mere ideas within a long time and have reached the form of law through the recommendations of the committees. The torch of reforms has always been passed on from one generation to the next. India today needs such laws in all areas.<\/strong><\/span><\/p>\n
