The Direct Tax Code to ensure reforms in the direct tax structure is still awaited. Corporate tax rates were reduced in 2019. Such generosity has not been shown till now towards personal income tax. The category with the highest tax rates in India is very high. This is probably one of the highest rates in the world. The huge difference between corporate and private taxes only blurs the line between business and private expenditure. This encourages tax evasion. Dividend tax, on the other hand, is first levied at the company level in the form of distribution tax and is then taxed at marginal rates from the beneficiary. This is a clear deviation from the universal principle of levying a single level tax. Apart from this, the salaried class has been demanding an increase in the limit of standard deduction for a long time. In fact, the Indian middle class is waiting for a leniency from the government.<\/p>\n

Inflation in India is not as low as developed countries. There is also a measure of asset inflation in addition to the consumer price index. This is related to the rise in the prices of bonds, shares, gold and land. Usually, the more affluent class invests in these assets. That is why income inequality is a natural consequence of this. In recent times, the options for safe and sustainable investment for the average middle class have become limited. Since fixed income returns are at historically low levels, it poses a challenge for risk-sensitive investors to channel their savings into sectors that can give return at least as high as inflation. They are compelled to invest in capital markets despite their low understanding and inability to take risks.<\/p>\n

After the GST, the scope of the central government has mainly been limited to direct taxes and import duties. A well thought out trade strategy is essential, which can balance by supporting domestic enterprises without compromising on global connectivity. Disinvestment is a major source of revenue. The privatization of Air India is encouraging, but it is insufficient. Such concrete steps have to be taken, which will take forward the privatization campaign. Apart from this, the central and state governments have the largest reserves of land. Monetization of surplus fixed assets, which are called non-core assets in business parlance, can be extremely beneficial.<\/p>\n

Some basic principles should be kept in mind. Our tax-GDP ratio is still very poor. The main reason for this is to be low base. In terms of immigration, our walls should be very high and the doors wide. The tax rates are low, but it is useful to have a wide range of them.<\/strong><\/span><\/p>\n

A society is more compliant with the rules only when it is sure that the money collected from it will be spent in nation building. We expect the Executive to show determination to pursue structural reforms despite recent pressures. Government commitment towards infrastructure, reforms, job creation, MSMEs and small traders must be reflected in its policies. Saving money is as good as earning money. The time has come for us to rethink unproductive subsidies and give up the temptation of populism.<\/strong><\/span><\/p>\n
