report by ET, in a nationwide crackdown, authorities have arrested 25 people and booked cases against 1,180 entities in connection with fraudulent input tax credit (ITC) claims by allegedly using fake invoices, according to officials in the Directorate General of GST Intelligence (DGGI).<\/p>\n<hr \/>\n<p><strong><span style=\"color: #800000;\">How it works<\/span><\/strong><\/p>\n<hr \/>\n<p>Fake invoices are not only used to evade payment of GST and income tax, but unscrupulous owners can also use them to inflate expenses to siphon money from companies and transfer the money abroad through illegal channels and by inflating imports and exports.<\/p>\n<p>They are also used to obtain higher loans from banks, which can be siphoned for other purposes and then turn into non-performing assets, thereby defrauding banks and other financial creditors.<\/p>\n<hr \/>\n<p><span style=\"color: #800000;\"><strong>Going a step ahead<\/strong><\/span><\/p>\n<hr \/>\n<p>Some unscrupulous exporters are said to misuse fake invoices to claim higher GST refunds and merchandising export incentives, which the government has decided to terminate and replace with the Remission of Duties and Taxes on Exported Products (RoDTEP) scheme from January 2021.<\/p>\n<hr \/>\n<p><strong><span style=\"color: #800000;\">\u200bPlugging tech gaps<\/span><\/strong><\/p>\n<hr \/>\n<p>The Law Committee of the GST Council has suggested a two-pronged strategy to tackle the issue of fake invoices, sources said.<\/p>\n<p>According to people in the know, the panel has recommended that new or fresh registrations in GST may adopt an Aadhaar-like registration process under which new registration can be done online with live photo and use of biometrics with due verification of documents.<\/p>\n<hr \/>\n<p><strong><span style=\"color: #800000;\">Using analytics<\/span><\/strong><\/p>\n<hr \/>\n<p><strong>According to sources in the Department of Revenue, to weed out existing fake dealers from the GST system, the panel proposed full application of the Business Intelligence and Fraud Analytics (BIFA) tool for precise identification of riskier dealers based on the riskier input supply chain and outward supply chain, abnormal taxpayer behaviour in terms of ITC availment, tax payment for catching fake dealer and taking appropriate action, including
