The trucks cannot move out of the port area without the TP.<\/span><\/p>\n<p><span style=\"color: #000000;\">Traders allege the trucks have not been able to get TP on time as the forest department made online TP mandatory from October 1 without putting in place proper infrastructure, leading to the delay.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kandla is the biggest cluster of timber industry in the country and 70 per cent of country\u2019s timber is imported at Deendayal Port in Kandla. The average yearly import value of timber is around Rs 7,000 crore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Association members say there is no computer and high-speed internet in the forest office at Kandla. A forester approves the permit using his mobile phone and as a result, out of 375 applications for TP submitted on Saturday, only 70 permits could be issued. According to rule, the timber manufacturer has to submit the import documents with the forest department at the time the forest department at the timber of import. After value addition, when the manufacturer transports that timber in the domestic market, he requires a TP from the forest department.<\/span><\/p>\n<p><span style=\"color: #000000;\">Association president Navneet Gujjar said,\u201dWe wanted this system to be online to eradicate corrupt practices in the offline mode. We represented the matter in Gandhinagar, but it is unfortunate that we don\u2019t get cooperation at local forest office. We believe that officials here started online TP without putting in place proper infrastructure. We want online TP with proper infrastructure.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">He said that the forest department is still maintaining the age-old practice of issuing TP between sunrise and sunset.\u201dWe want this facility 24X7,\u201d he said.<\/span><\/p>\n<p><span style=\"color: #000000;\">Govindsinh Sarviya, forest officer, \u00a0said: \u201cWe believe in ease of doing business and we have created infrastructure for issue of online TP. The system is new for our foresters as well as merchants so we are facing some teething problems. There was a technical glitch which was resolved.\u201d<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Sarviya said forest rule say they can issue TP only till sunset but they got 200 applications in the last two hours and it was difficult to clear it within time.\u201dIt is policy decision not to issue permits beyond sunset.
