The Supreme Court has granted approval for the implementation of the Government’s \u2018March 2019\u2019 decision to establish new timber industries in U.P., which was suspended by the NGT and for which the state government had approached the top court.<\/span><\/p>\n

Justice B.R. Gavai and BV Nagarathna in their decision said that the license is granted on account of the development of the State, creating more employment opportunities and the availability of timber. Both Development and Environment protection must go hand in hand. They also clarified that the government is not expected to permit the logging of trees of protected species, and emphasis should be given to planting ten times more trees than heretofore.<\/span><\/p>\n

The bench annulled orders issued by National Green Tribunal (NGT) and upheld the state government\u2019s action to grant licenses.<\/span><\/p>\n

In March 2019, the licensing process for the establishment of 1350 new timber-based industries was initiated in U.P. The NGT had suspended the licensing process while raising an objection to the government’s decision.<\/span><\/p>\n

The UP government asserts this will encourage investment in the state, and escalate employment opportunities.<\/span><\/p>\n

\n

Timber Prices Skyrocketed<\/strong><\/span><\/p>\n

\n

This decision has been taken at such a time when the plywood industry is experiencing a timber shortage. At present, the price of Eucalyptus and poplar timber, which are used as raw materials in plywood, is sky-high.<\/span><\/p>\n

This year, poplar prices doubled to Rs. 1350 per quintal. Eucalyptus is also getting expensive to the same extent.<\/span><\/p>\n

The problem is that the area under agroforestry in the country is decreasing rapidly. Plantation did not receive much attention prior to the current crisis.<\/span><\/p>\n

The demand for timber will obviously increase after the Supreme Court\u2019s decision, as a result of which the price of timber will also definitely rise. In such a scenario, only time will declare how favorable this decision will be for the industry and the business.<\/span><\/p>\n

\n

Haryana can have an adverse effect<\/span><\/strong><\/p>\n

\n

U.P. border touches Yamunanagar. It gets huge quantities of Eucalyptus and poplar timber from UP. So, if the number of timber-based units increases in UP, then the farmers there will get the timber market close to them only.<\/span><\/p>\n

Thus, a new challenge may emerge for the plywood industry of Yamunanagar. The manufacturers, so far, do not have any concrete strategy to cope with it.<\/span>
\nIn spite of that, time is required to meet the increasing demand for timber.<\/span><\/p>\n

\n

Baffling situation for farmers<\/span><\/strong><\/p>\n

\n

The most complicated situation with respect to agroforestry remains with the farmers. More and more farmers adopt agroforestry as soon as the price increases. Then the price drops rapidly due to increased supply. Now, if that happens, the farmer has to bear a huge loss. Experts believe that there should be a balance between demand and supply.<\/span><\/p>\n

It is consistently suggested that plywood manufacturers set a fixed (minimum) rate for timber.<\/span><\/p>\n

\n

To what extent will it be beneficial to the industry?<\/span><\/strong><\/p>\n

\n

The industry already has a number of challenges. On the one hand, there is a problem with the price of raw materials, and on the other hand, the discouraging attitude of the market is a cause for concern. The adverse effects of two years of COVID-19 have also hit the industry.<\/span><\/p>\n

In such a scenario, any problem in the timber will certainly hit the industry hard. However, various suggestions are being made on the availability of timber, and the required steps are also ongoing in this regard. However, it’s a long shot. <\/span><\/p>\n

But is it possible for the industry to utilize and expand its potential solely on the basis of government efforts? Where, poplar and Eucalptus are very negligible in government subsidies platns distribution scheme.<\/span><\/p>\n
