The Forest Department of Haryana and the USA International Development (USAID) have jointly started a new initiative to ensure that the timber industry gets enough timber in the state. Under this scheme, ‘Trees Outside Forest in India’ (TOFI) program will be started in the state. The TOFI program was duly launched at Rohtak on 5th November, by chief minister Manoharlal.<\/span><\/p>\n

The ‘Trees outside Forests’ (TOFI) program in India is a joint five-year (2021-2026) program of the ‘US Agency for International Development’ (USAID) and the ‘Ministry of Forest Environment and Climate Change’ (MoEFCC), Government of India. It is being implemented by a collaborative group led by CIFOR-ICRAF.<\/span><\/p>\n

Plantation should be done in more and more free space: Jagdish Chandra<\/strong><\/span><\/p>\n

\"Sh.Jagdish Chandra, Principal Chief Conservator of Forests Haryana’s<\/strong> said, about the program that through these program farmers, companies and other private institutions will be brought together for planting saplings. Its purpose is to grow plants outside the forests. Work will be done in the direction of growing more and more trees by planting saplings in agro forestry and wherever vacant space is available. This new program will enhance the carbon sequestration as well as strengthen the agro-climate and it will also help in achieving the global climate change adaptation goals.<\/span><\/p>\n

Haryana has performed better despite only 6.70 per cent greenery: Vivek Saxena<\/strong><\/span><\/p>\n

\"Sh.Vivek Saxena, CEO of CAMPA Scheme<\/strong>, said that special emphasis is being laid on agro-forestry and plantation in the outskirts of the notified forest areas. Only 6.70 percent of the land in and out of forests is green. Even after this, Haryana has demonstrated its ability to cooperate in meeting the food and timber requirements of the country at the world level.<\/span><\/p>\n

US-India partnership has been formed to tackle climate crisis: Chandrasekhar Biradar<\/span><\/strong><\/p>\n

\"Sh.Chandrasekhar Biradar, chief of party and country head, TOFI program<\/strong>, said that in addition to the traditional forest areas, the forest area will rapidly expand to an area of \u200b\u200b2.8 million hectares, which makes up an area larger than 13 states and union territories in India. The program will contribute to India’s nationally set target of creating an additional ‘carbon sink’ equivalent to 2.5 to 3 billion tons of carbon dioxide by 2030. This new program is based on the enduring US-India partnership to tackle the climate crisis.<\/span><\/p>\n

He said that Haryana is a small state in the country and has only 3.5 percent forest area. If we talk about trees outside the forest area, then that too is only 3.2 percent. Overall, about 6.7 percent of the forest area can be considered and under this program, a target has been set to develop 20 percent of the area in the state in the form of forests by planting trees. He said that there is a need to increase Awareness in educational institutions regarding the conservation of trees and plants. So that this program are can be made successful faster through the children.<\/span><\/p>\n

There is a lot to expect from this program starting from Haryana: Karen Klimowski<\/strong><\/span><\/p>\n

Karen Klimowski, India Mission Director of US Aid Foundation, appreciated the decisions taken by the Chief Minister regarding environmental protection and said that the steps taken by the Chief Minister Manohar Lal and the Haryana Government regarding climate change are important. The state government has set a big target to develop trees in about 28 lakh hectares under the tree program outside the forest area in India. This program is starting from Haryana itself.<\/span><\/p>\n

Manoj Dabas deputy director <\/strong>of the “Trees Outside Forest in India” (TOFI) <\/strong>of the US Agency for International Development (USAID)<\/strong> said that this program will prove to be a milestone in motivating the common man towards plantation. Common man will also be motivated towards plantation. With this, the area of \u200b\u200b\u200b\u200bgreenery can be increased rapidly.<\/span><\/p>\n

Experiment of Haryana will be utilised in other states of the country: RC Dhiman<\/strong><\/span><\/p>\n

\"Sh.RC Dhiman, Haryana coordinator<\/strong> of the program said that there is still immense potential for plantation in the state. All we need is to work together in this direction. Through this program, plantation campaign will be carried out by involving all industries, farmers, NGOs, voluntary organizations. This will not only get rid of the problem of pollution, but wood will also be available in abundance. Haryana is the model of this program. After the success here, this model will be adopted in other states of the country as well.<\/span><\/p>\n

\"Sh.Ashish Mishra, V.P. Sustainable wood Sourcing & plantation of Greenlam Industries<\/strong> said that certainly such programs are very beneficial for timber, farmers and industry. He said that because of such steps which are being taken, industry can get quality wood continuously and in ample quantity.<\/span><\/p>\n

He said that till now there is neither sufficient data about the availability of wood, nor it is known how much sapling are planted. Now the industry will get to know how much wood is there at present, how much wood can be available in future. Along with this, farmers will also benefit from this, the fluctuations in the rate of wood can also be avoided.<\/span><\/p>\n

Industry and farmers both can rest assured: Abnish Kumar of Century Ply<\/span><\/strong><\/p>\n

\"Sh.Abnish Kumar Plant Head (Karnal)<\/strong> of Century Ply<\/strong> said that the scarcity of Quality wood is a all time problem. There was uncertainty. The industry does not know how much wood will be available next year. Whether you will get sufficient or not. Farmer are doubtful whether the price of wood will be remunerative or not. Now this program can overcome these problems to a great extent. There can be a balance between demand and supply. This is very important for both the timber producer farmer and the industry. Now farmers and manufacturer can also plan for the future.<\/span><\/p>\n

The program will help in fulfilling the goal of greenery: Forest Minister Kanwar Pal<\/strong><\/span><\/p>\n

\n

Highlighting the importance of the program, Minister of Forest and Tourism, Kanwar Pal said that Haryana should achieve its target of 20 percent area under forest and green cover by planting trees in the outskirts of forest area, especially in agriculture, which will help to fulfill it technically. The TOFI program will contribute to strengthening the environment, supporting ToF based enterprises and providing technical assistance for the expansion of tree cover to the outskirts of forest areas.<\/span><\/p>\n

Protection of sapling is equally important: CM Manoharlal<\/span><\/strong><\/p>\n

The Chief Minister said that every year crores of saplings are planted by the Forest Department in the state. But if their condition is checked after a few months, then only about 5 percent of the plants are able to develop. Therefore, there is a great need to pay attention to this system. We all have to understand that climate change cannot be controlled by being limited to planting trees. After planting a tree, we also have to protect it. In order to promote environmental protection on behalf of the government, the State Environment Protection Award is also given in the name of Dr. Darshanlal Jain, a well-known environmental conservationist of the state, under which an amount of three lakh rupees is given.<\/span><\/p>\n
