Jikesh Thakkar,<\/strong> Executive Director, Association of India Panelboard Manufacturers (AIPM)<\/span><\/p>\n<hr \/>\n<hr \/>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\"><strong>\u0921\u0949 \u090f\u092e \u092a\u0940 \u0938\u093f\u0902\u0939\u0903<\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: left;\"><span style=\"color: #000000;\">India has to make its own narrative about the authenticity of our timber sources.<\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"color: #000000;\">We must not fall into the system of FSC etc as we use agriwood in India, grown on farmer&#8217;s fields.<\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"color: #000000;\">We are also working with BIS in order to initiate agriwood standards.<\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"color: #000000;\"><strong>There will be no need of licensing requirements for wood based industries in India.<\/strong><\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"color: #000000;\">Wood assessment has been suggested to be withdrawn for granting permission to setup wood based industries.<\/span><br \/>\n<span style=\"color: #000000;\">When industries are setup in specified industrial areas, the question of aerial distance shouldn&#8217;t arise. <\/span><br \/>\n<span style=\"color: #000000;\">We have also tried to include points about reduction of logistics cost, as well as MSP and fair price of timber for the farmers &#8211; points which have been continuously presented by the WTA.<\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Dr. C N Pandey:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\"><strong>It is good to note that the aspect of Facilitation has also been brought into the guidelines.<\/strong><\/span><\/li>\n<li><span style=\"color: #000000;\">Suggest to add that any licensing\/registration fees be utilised by the committee solely for the purpose of facilitating certification as well as for creating quality seedlings and planting material.<\/span><\/li>\n<li><span style=\"color: #000000;\">I request Dr M P Singh to include more prominent representation of WBI in the SLC.<\/span><\/li>\n<li><span style=\"color: #000000;\">A system similar to Vriksh system followed by the Handicrafts sector may be looked into.<\/span><\/li>\n<\/ul>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Devender Chawla:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\"><strong>WBI should not be invited members. Whole country should get into these aspects uniformly for overall benefits.<\/strong><\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Moiz Vagh:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Easing of license regime is good, but sustainability (of raw material supply) of wood must be checked thoroughly.<\/span><\/li>\n<li><span style=\"color: #000000;\"><strong>Farmers will start cutting trees early. This will affect quality.<\/strong><\/span><\/li>\n<li><span style=\"color: #000000;\">Awareness to farmers is the key for maintaining quality of timber.<\/span><\/li>\n<li><span style=\"color: #000000;\">Wood council should consider and ensure these aspects.<\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri J K Jain:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Suggested that at least 5 industry members be permanent members of SLC, not just invited members.<\/span><\/li>\n<li><span style=\"color: #000000;\"><strong>In the SLCs, please ensure that vote bank politics is not entertained similar to APMCs.<\/strong><\/span><\/li>\n<li><span style=\"color: #000000;\">Need to ensure that SLC does not become more regulatory than facilitating.<\/span><\/li>\n<li><span style=\"color: #000000;\">Farmers shouldn&#8217;t be restricted from intra-state or inter-state trade. SLC should not become a hindrance to free timber trade by farmers.<\/span><\/li>\n<li><span style=\"color: #000000;\">Point 4, iii, b: No recommendation \/ restrictions from any council should be encouraged. It may again become the hurdle.<\/span><\/li>\n<li><span style=\"color: #000000;\">Point 4 iii, c &amp; e: may be removed\/reframed. As a matter of fact, the councils should work for improvement, coordination and facilitation, not to propose for any restrictions or decide over the area or price. &#8211; As explained in the meeting, it may lead to severe adverse impact.<\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Dharmendra Daukia:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">The draft has a flavour of law\/regulation, rather than facilitation\/supportive.<\/span><\/li>\n<li><span style=\"color: #000000;\"><strong>Main part missing is the farmers themselves.<\/strong><\/span><\/li>\n<li><span style=\"color: #000000;\">Registration parameters to be included prominently, in place of licensing.<\/span><\/li>\n<li><span style=\"color: #000000;\">Why should FDCs be part of the Council?<\/span><\/li>\n<li><span style=\"color: #000000;\">I feel the aerial distance clause should be totally done away with.<\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Rajesh Guliya:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Saw Miller&#8217;s find it extremely difficult to replace\/upgrade machinery. Process is entangled in bureaucracy now. For everything we have to go to FD (Forest Dept) now.<\/span><\/li>\n<li><span style=\"color: #000000;\">This is a very big trouble and loss for small industries.<\/span><\/li>\n<li><span style=\"color: #000000;\"><strong>Complicated calculations and norms for saws and machinery must be removed from current SLC system.<\/strong><\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Jikesh Thakkar:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">ToF also has some restrictions Statewide. This has to be addressed.<\/span><\/li>\n<li><span style=\"color: #000000;\"><strong>There are also many operational issues. We believe that farmers have always been wise enough in India and have consistently fed us since long.<\/strong><\/span><\/li>\n<li><span style=\"color: #000000;\">Wood Council must have good permanent representation from all stakeholders like plywood, MDF, saw mills.<\/span><\/li>\n<li><span style=\"color: #000000;\">Farm grown timber should not be brought under the Transit Pass system.<\/span><\/li>\n<li><span style=\"color: #000000;\">Farm grown timber should be deemed certified wood. <\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri S C Jolly:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Both farmers and industry have to benefit from the guidelines.<\/span><\/li>\n<li><span style=\"color: #000000;\"><strong>Agriwood trade must be unrestricted intra-state as well as inter-state. Farmers should be able to decide where and how to sell their produce.<\/strong><\/span><\/li>\n<li><span style=\"color: #000000;\">The current draft Guidelines are very much needed for rapid progress of the industry as well as farmers. <\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Gajendra Rajput:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">As WTA has always requested, we continue to request beneficial system for both the industry as well as the farmers.<\/span><\/li>\n<li><span style=\"color: #000000;\"><strong>Farmers must have a MSP on wood grown by them so that they do not come under losses and also they continue to be encouraged to grow timber.<\/strong><\/span><\/li>\n<\/ul>\n<hr \/>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Avdesh Yadav:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">MSP and fair price for farmers must be considered.<\/span><\/li>\n<\/ul>\n<hr \/>\n<p><span style=\"color: #000000;\"><strong>Shri Vaidyanathan:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\"><strong>Timber grown on farm lands should automatically come under agriwood certification by default.<\/strong><\/span><\/li>\n<li><span style=\"color: #000000;\">It is easy to implement as Geo tagging based technology can be utilised and cleared for free
