हरियाणा में फैक्ट्री बाॅयलर अब गैस से चलाने का अल्टीमेटम

प्रदूषण नियंत्रण बोर्ड ने राजस्थान, दिल्ली, उप्र को भी भेजी चिट्ठी

हरियाणा, दिल्ली, राजस्थान सहित उत्तर प्रदेश के 23 जिलों में लगे बड़े उद्योगों के लिए केंद्रीय प्रदूषण नियंत्रण बोर्ड के लिए नए फरमान से दिल्ली एनसीआर का उद्योग जगत सकते में है। बोर्ड के चेयरमैन एसपी सिंह परिहार ने एक प्रपत्र के माध्यम से चारों राज्यों के प्रदूषण नियंत्रण बोर्ड को लिखा है कि दिल्ली एनसीआर में आने वाले 23 जिलों में किसी भी फैक्टरी के बाॅयलर सिर्फ पीएनजी से चले और कोयले से पेटकाॅक आदि से बाॅयलर चलाने वाली फैक्ट्रियों पर कार्रवाई हो।

15 दिन का समय
इस आदेश की पालना अगले 15 दिन में हो जाए अन्यथा केंद्रीय प्रदूशण नियंत्रण बोर्ड खुद ऐसे उद्यमियों के खिलाफ कानूनी कार्रवाई करेगा जो अपने बाॅयलर गैस पर नहीं चलवा रहे हैं।

केंद्रीय प्रदूषण नियंत्रण बोर्ड के चेयरमैन ने तीन पेज के इस प्रपत्र में यह भी साफ किया है कि पर्यावरण संरक्षण एवं नियंत्रण एक्ट 1981 के तहत नेशनल ग्रीन ट्रिब्यूनल ने 18 दिसंबर 2017 को साफ तौर पर बिना गैस आधारित बाॅयलर बंद करने के आदेश दिए थे। हालांकि इस आदेश की अनुपालना में इसलिए तारीख दी जाती रहीं कि कई जगह पीएनजी को उपलब्धता नहीं थी।

सभी जिलों में उपलब्धता
अब सभी जिलों में पीएनजी की उपलब्धता हो गइ है, इसलिए अगले 15 दिन में फैक्टरी मालिकों से यह सुनिश्चित कराया जाए कि उन्होंने अपने बाॅयलर गैस पर चलवाने शुरू कर दिए हैं। इसको लेकर फरीदाबाद और गुरूग्राम इंडस्ट्ररीज एसोसिएशन के पदाधिकारियों ने एक आपात बैठक बुलाकर राज्य के पर्यावरण मंत्री विपुल गोयल से इस संबंध में विस्तृत चर्चा की। विपुल गोयल ने पिछले दिनों उद्यमियों की केंद्रीय पर्यावरण मंत्री प्रकाश जावडेकर से मुलाकात करवा दी है मगर उद्यमियों की बैचेनी बरकरार है।

NOTICE

Whereas, Central Pollution Control Board (CPCB), New Delhi, in view of controlling the air pollution in NCT Delhi and National Capital Region (NCR), issued the directions under Section 18(1) (b) of Air (Prevention and Control of Pollution) Act, 1981 to Haryana State Pollution Control Board (HSPCB) vide letter No. B-29012/IPC-VI/2019/3657 dated 02.07.2019 to issue closure directions to all such industrial units in NCR Delhi, where Piped Natural Gas (PNG) supply is available and industry has not shifted to PNG; and,

Whereas, 13 Districts (i.e. Karnal, Panipat, Sonepat, Jhajjar, Rohtak, Gurgaon, Palwal, Faridabad, Rewari, Mewat, Jind, Bhiwani and Charkhi Dadri) of Haryana fall under NCR;

Therefore, in compliance of the directions issued by the CPCB under the provisions of Section 18(1) (b) of Air (Prevention and Control of Pollution) Act, 1981 and in exercise of the powers under the provisions of 31A of Air (Prevention and Control of Pollution)Act, 1981, all the industries established in above 13 NCR Districts of Haryana where PNG is available and where industries are still operating with any other solid/liquid fuel instead of PNG, are hereby directed to use only PNG as fuel in their industries and use of any other fuel is prohibited, and the compliance of the same along with the details of Air Pollution Control Devices (APCD) be provided to the Regional Officers of HSPCB concerned by the individual unit concerned within 15 days from the issuance of this notice, failing which closure directions will be issued against the industries, concerned.
