1. Why was there opposition to QCO in the plywood and panel industry?

The norms of BIS standards were a bit strict and most importantly, they were not changed since 1989. The market sampling procedures were happened to be very tough, so the small and micro industries were afraid that their hard ship would increase if it became mandatory.

  1. Have all the problems been resolved now? What changes are still required?

IS 303 standards has been improved a lot. However, other standards are yet to be emended. 80 percent of the goods, in our small and micro industries, are manufactured as per IS 303. Therefore, the worries on this subject have reduced significantly. The standard of block board has not been revised upto industry’s satisfaction yet, which should be resolved and amended as early as possible.

  1. Since when have you been familiar with BIS? What changes have you seen in it from the beginning till now?

The quality of BIS has been in our veins since five decades as we are used to put ISI on our tea chest production in the North East. However, the plywood made in the North East was made from matured trees obtained from forests. The standards of BIS were also based on the same wood. The amendments and changes that have been done now have been made to cope up with the agro-forestry based wood.

However, the sampling procedure is still strict. Consequently many licenses are being cancelled. We have given representations to BIS many times for this. Now it remains to be seen how soon amendments are done in this matter.

  1. How much do you agree with the changes made in the 303 standards? How helpful are they?

We are more or less satisfied with the changes that have been made in IS303. These amendments are likely to make our work much easier.

  1. Do you think that QCO will be implemented on the scheduled date?

We hope that the QCO will be implemented on the scheduled date. It can be assumed and concluded from the meeting held with the Joint Secretary on 19. 12. 2024.

  1. If QCO is not implemented on the scheduled date, what problems might the industry face?

If the QCO is not implemented on the scheduled date, then the problems that are currently faced by the industry will continue. And the industry will not be able to compete with the prices of imported goods. It is a fact that the quality and bonding of the imported cheap goods is weaker than our indigenous products.
