The Indian electricity market will have a new platform that will let anyone buy, sell or trade electricity- both conventional (Coal, gas, hydropower) and renewable energy (solar, wind).

The Central Electricity Regulatory Commission (CERC) has issued guidelines for setting up an OTC platform in India, which sector executives said would be the world’s first regulated OTC platform.

Over-the-counter (OTC) market allows buyers and sellers to directly transact electricity, and negotiate the price and contract.

The CERC in a 2017 order identified the need for a regulatory framework in India to help consumers buy electricity directly.

“At present, trading licensees are in place who can promote market for exchange of power. However, there is no platform for facilitating direct interaction between the buyers and sellers in the OTC market. In our view,

There is a necessity to provide for a regulatory framework to promote the OTC market through direct participation of buyers and sellers to explore the untapped sources of power to meet consumer needs,” it said in the order.

With the issuance of the registration guidelines now, any agency wishing to set up an OTC platform can apply for the same. In the latest guidelines, the CER has laid down the objectives of the OTC platform.

The OTC platform will provide an electronic platform with information of the potential buyer and seller of electricity, maintain a repository of data related to buyers and seller and provide such historical data to market participants, and provide such services as advanced data analysis tools to market participants.

Currently, the Indian power market has long-term power purchase agreements between power generators and power distribution companies (discoms), and several short- and medium-term contracts through power trading platforms and exchanges. The discovery of Efficient Electricity Price Portal by the Ministry of Power offers medium-term contracts to discoms to purchase power from generation companies (gencos).

India has two electricity exchanges the Indian Energy Exchange (IEX) and the power Exchange India-which offer several types of electricity contracts, both for conventional and renewable electricity.

भारतीय विद्युत बाजार के पास एक नया प्लेटफॉर्म होगा जिसके माध्यम से कोई भी व्यक्ति बिजली की खरीद, बिक्री या व्यापार कर सकेगा। इसके तहत परंपरागत (कोयला, गैस और हाइड्रो) और अक्षय ऊर्जा (सौर, पवन) दोनों का व्यापार किया जा सकेगा। ओवर द काउंटर (ओटीसी) बाजार में क्रेताओं और विक्रेताओं को सीधे बिजली का आदान प्रदान करने, कीमत तय करने और समझौता करने की अनुमति होती है।

शीर्ष नियामक केंद्रीय विद्युत नियामक आयोग (सीईआरसी) ने देश में ओटीसी प्लेटफॉर्म स्थापित करने के लिए दिशानिर्देश जारी किए हैं। इसको लेकर क्षेत्र के कार्यकारियों का कहना है कि यह दुनिया का पहला विनियमित ओटीसी प्लेटफॉर्म होगा। सीईआरसी ने 2017 के आदेश में विद्युत उपभोक्ताओं को सीधे खरीदारी करने में मदद करने के लिए देश में नियामकीय ढांचे की जरूरत को चिह्नित किया था।

उसने आदेश में कहा, ‘फिलहाल, ट्रेडिंग लाइसेंसधारी मौजूद हैं जो बिजली के आदान प्रदान के लिए बाजार को बढ़ावा दे सकते हैं। हालांकि, ओटीसी बाजार में क्रेता और विक्रेता के बीच सीधे संवाद की सुविधा मुहैया कराने के लिए कोई प्लेटफॉर्म उपलब्ध नहीं है। हमारे विचार में ओटीसी बाजार को बढ़ावा देने के लिए एक नियामकीय तंत्र उपलब्ध कराने की आवश्यकता है। इसके जरिये क्रेताओं और विक्रेताओं की प्रत्यक्ष भागीदारी होने से उपभोक्ता जरूरत को पूरा करने के लिए बिजली के अप्रयुक्त स्रोतों का पता लगाया जा सकेगा।’

अब पंजीकरण दिशानिर्देश जारी होने से ओटीसी प्लेटफॉर्म स्थापित करने को इच्छुक कोई भी एजेंसी इसके लिए आवेदन कर सकती है। ताजे दिशानिर्देशों में सीईआरसी ओटीसी प्लेटफॉर्म के उद्देश्यों का उल्लेख किया है।

ओटीसी प्लेटफॉर्म एक इलेक्ट्रॉनिक प्लेटफॉर्म मुहैया कराएगा जिस पर बिजली के संभावित क्रेताओं और विक्रेताओं के बारे में सूचना होगी, क्रेताओं और विक्रेताओं से संबंधित डेटा का संग्रह किया जाएगा और बाजार साझेदारों को ऐसे ऐतिहासिक डेटा मुहैया कराए जाएंगे और बाजार साझेदारों को ऐसी सेवाएं उन्नत डेटा विश्लेषण उपकरणों के तौर पर मुहैया कराई जाएगी।

फिलहाल, भारतीय विद्युत बाजार के पास विद्युत उत्पादकों और बिजली वितरण कंपनियों के बीच दीर्घावधि बिजली खरीद समझौता और विद्युत ट्रेडिंग प्लेटफॉर्मों और एक्सचेंजों के जरिये कई लघु और मध्य अवधि के समझौते हैं। ऊर्जा मंत्रालय के डीईईपी पोर्टल पर डिस्कॉम को उत्पादक कंपनियों से बिजली की खरीद के लिए मध्य अवधि के समझौतों की पेशकश की जाती है।

देश में दो बिजली एक्सचेंज – इंडियन एनर्जी एक्सचेंज (आईईएक्स) और पॉवर एक्सचेंज इंडिया लिमिटेड (पीएक्सआईएल) हैं जो परंपरागत और अक्षय ऊर्जा दोनों के लिए विभिन्न प्रकार के विद्युत समझौतों की पेशकश करते हैं।
