Clarification regarding Exemption of Environmental Clearances for making In-house resin

Sir,

            The Indian Plywood Industries Research & Training Institute (IPIRTI), Bangalore Plywood Industry, had requested for Exemption of Environmental Clearance for making in-house resin by plywood and panel industries. The same was forwarded to the IA-Policy sector by Dy. Inspector General of Forest, RT division vide OM по. 16-12/2017-RT dated 06.09.2017.

2. The matter was considered in the Meeting of Expert Committee for streamlining environmental clearance procedures including examination and recommendation on various technical issues like review of projects/activities for its inclusion under EIA Notification, 2006, categorization of Category ‘B’ projects/activities into Category BI’ & B2′ under EIA Notification, 2006, held on 23.12.2017, 30.05.2018 and comments from CPCB were also sought.
3. The matter was finally considered by the committee on 05.03.2019 and after detailed deliberation on pollution potential as well as risk associated in the process of manufacturing of resin, was of the opinion that this activity may be listed under Category B2′ and the procedure required for Category B2′ may be followed for the production of resin not exceeding 1000 tons per annum (4 tons per day) by captive manufacturing and utilization in plywood.
4. This issues with the approval of the competent authority.
