Crime Free Uttar Pradesh Emerging as a Hub of Business and Startups

Uttar Pradesh, now free from crime, is writing a new chapter of economic growth and innovation. Chief Minister Yogi Adityanath, at the closing ceremony of the CSIR Startup Conclave 2025 in Lucknow, said that security, convenience, and a strong business environment have transformed UP’s identity, making it a leader in Ease of Doing Business.
From Policies to Ground-Level Support
Sharing his vision, he said, “Every research should become a product, every product should become an industry, and every industry should become India’s strength. This is the mantra of a developed India and a developed UP.”
India’s Emerging Startup Ecosystem
The Chief Minister highlighted UP’s achievements in the national context, stating that over the last decade, India’s startup ecosystem has grown rapidly.
“In the last 11 years, India has created 1.9 lakh startups, and today ranks third after the US and the UK,” he said.
Currently, more than 17,000 startups are active in UP, including eight unicorns. To strengthen this ecosystem, 72 incubators and seven Centres of Excellence have been set up. The government has also provided financial assistance worth ₹137 crore to startups so far.
Startups Driving Change
UP startups are moving beyond “research confined to laboratories” to initiatives like “lab to land” and “lab to industry” in diverse fields such as health, agriculture, biotech, beauty, and environment. This collaborative spirit is helping connect startups with markets and ensuring their long-term success.
Emerging as a Global Innovation Hub
CM Yogi said that Uttar Pradesh is now working towards becoming a global hub of technology and innovation.
He mentioned the success of the One District, One Product (ODOP) scheme, which has connected traditional industries and MSMEs with technology, design, packaging, and global markets. Due to this initiative, UP’s annual exports have reached ₹2 lakh crore.

“Before 2017, lack of opportunities forced workers and youth to migrate. Today, 2 crore people are employed in 96 lakh MSME units. 77 products from 75 districts have received GI tags, giving them global recognition,” Yogi said.
Role of Research Institutions
The CM also praised the achievements of four major CSIR laboratories in Lucknow:
- NBRI (National Botanical Research Institute): Promoted organic farming on 9 lakh acres through bio-fertilizers.
- CDRI (Central Drug Research Institute): Developed new medicines and strengthened pharma parks and medical device hubs in the state.
- IITR (Indian Institute of Toxicology Research): Conducted vital studies on arsenic- and fluoride-affected areas.
- CIMAP (Central Institute of Medicinal and Aromatic Plants): Advanced peppermint-based products and new dimensions in spiritual tourism.
CM Yogi concluded, “The more we invest in science and technology, the more progressive our society will become. Nations that focus on research and innovation will be the ones to lead the world.”
