A virtual meeting was organized by DPIIT on 21 March 2025, in which it was informed that the Government of India is going to introduce QCO in resin as well. As a result, now every plywood manufacturer will have to take a separate license for resin be it a captive (domestic) consumption.
However, Dr. MP Singh, Dr. CN Pandey, Vaidyanathan Hariharan, and Dr Sujatha D who were present in the meeting, strongly opposed to be made it mandatory for captive consumption.
Dr. CN Pandey said that when all the related tests are already done in the final product i.e. plywood, then QCO should not be required for domestic consumption separately.
Dr. Sujatha D supported the statement of C N Pandey and said that when the resin is thoroughly tested on final parameters of Plywood, then there should not be any need for a separate license for it.
Ashish Kanar from BIS clarified that after the notification of QCO, a separate license for resin will have to be taken.
Vaidyanathan suggested that it can be applied only on the industry which produces resin to sell it to other industries in the market; it should not be applied on those who consume it domestically (captively).
Dr MP Singh, said referring to the present circumstances, that when the plywood industry is facing so many difficulties in the QCO of the main product itself, the idea of QCO on resin should be postponed for the time being.
