वी जी सिद्धार्थ के लिखे कथित ‘सुसाइड नोट’ (आत्महत्या के पूर्व लिखी बातें) में ऐसी परेशानियों का जिक्र है जिनके कारण उन्हें मरणोपरांत सहानुभूति मिल रही है। उन्होेंने जिन समस्याओं का जिक्र किया है उनमें कर अधिकारियों द्वारा परेशान किए जाने का उल्लेख है।

कर प्रशासन द्वारा परेशान करने के आरोप के बाद कारोबारी समुदाय और आम जनता से प्रतिक्रिया मिल रही है। वित्त मंत्री इस मुद्दे से भलीभांति अवगत हैं। अपने बजट भाषण में उन्होंने प्राचीन संगम साहित्य का उल्लेख करते हुए कहा कि अगर हाथी धान के खेत में घुस जाए तो वह जितना खाए, उससे कहीं बहुत ज्यादा रौंदकर नुकसान पहुंचाएगा । लगभग 15 वर्ष पहले वित्त मंत्री रहे जसवंत सिंह ने अपने बजट भाषण में कहा था, ‘हमें स्वीकार करना होगा कि हमारे नागरिकों का अनिवार्य उद्यमी चरित्र और उनकी रचनात्मकता हमारी सबसे बड़ी पूंजी है।’ उन्होंने कहा कि वह आशंका से ग्रस्त, शोषण करने वाली व्यवस्था के बजाय आपसी विश्वास पर आधारित व्यवस्था लागू करना चाहता हैं। उन्होंने यह भी कहा था कि वह अपने देश के नागरिकों के भरोसे पर ऐसा कर रहे हैं। सिंह ने यह कहकर अपना कद ऊंचा कर लिया था कि करदाताओं के साथ अदब से पेश आना चाहिए। सकारात्मक पहलुओं पर बात करें तो डिजिटल तकनीक के इस्तेमाल ने औसत करदाताओं के लिए कर प्रक्रिया को सहज और सुरक्षित बनाया है। इसने करदाताओं और कर आकलन करने वाले अधिकारियों के सीधे संपर्क की जरूरत समाप्त कर दी है। इस बात ने कभी काफी हद तक शोषण और रिश्वत पर लगाम लगाई है। इसके अतिरिक्त मोदी सरकार के दूसरे कार्यकाल की शुरूआत के साथ ही दो दर्जन से अधिक कर अधिकारियों को भ्रष्टाचार के आरोप में अपना सामान समेटना पड़ा। माना जा रहा है कि इससे नीचे कड़ा संदेश गया होगा। लाॅर्ड एक्टन की कहावत याद करें तो सत्ता में भ्रष्ट करने की प्रवृत्ति होती है और पूर्ण सत्ता पूरी तरह भ्रष्ट कर देती है। इस बीच सरकार उन विधानों को सरकारी मंजूरी दिलाने में लगी रही जो कई विभागों में अधिकारियों को कई प्रकार से मजबूत बनाते हैं। जबकि बचाव के तरीके बहुत कम हैं। इस दौरान अधिकारों को बहुत हद तक केंद्र सरकार के पास केंद्रीकृत रखा गया है।

अब संभव है कि तेज वाहन चलाने जैसे यातायात नियमों का उल्लंघन करने वालों को जेल हो सकती है। अन्य देशों में ऐसे अत्यधिक विशिष्ट मामलों में भी बड़ा जुर्माना लगाया जाता है। गृह मंत्री ने आश्वस्त किया है कि सरकार के कई नए अधिकारों का दुरुपयोग नहीं किया जाएगा। लेकिन क्या सबसे शक्तिशाली और नेक इरादों वाले मंत्री भी ऐसे देश में यह गारंटी दे सकते हैं जहां हर व्यक्ति जानता है कि ताकत का दुरुपयोग आम बात है।

इस समय ओवर ऑल इकाॅनोमी बैठी हुई है। मैं नहीं समझता कि सिर्फ प्लाईवुड या लेमिनेट में ही ऐसा है। अगर दूसरे सेक्टर में भी देखेंगे टैक्सटाइल हो या दूसरी हो, सभी के साथ ऐसा ही है। ऐसा कभी नहीं सुना था कि कभी कोई अपना प्रोडक्सन रोकता है। दूसरे मैन्यूफैक्चरिंग सैक्टर में भी बमुश्किल 40 परसेंट ही चल रहा है प्रोडक्सन। कितनी छटनी हो चुकी या होने वाली है। सभी कोस्ट कटिंग कर रहे हैं ।

बाजार में पैसा नहीं है। कौन सही है कौन गलत है ये भी पता नहीं चल पा रहा है। और कौन कब गलत हो जाए, इसका भी पता नहीं।

अभी आप किसी के पीछे और कोई आप के पीछे। सब इसी काम में लगे हुए हैं ऐसा कब तक चलेगा। बिज़नेस तो अपना दिमाग लगाकर कुछ कमाने की सोच होती है। काम क्या करेगा अगर आदमी फंसा रह जाएगा, कि उससे लेने हैं और उसे देने हैं। हम किसी का फोन नहीं उठाते और कोई हमारा नहीं उठाएगा।

मुझे लगता है कि जो कम काम करते हुए, बिना पूंजी तोडे हुए निकल सकता है, वो ज्यादा अच्छा है। न कि कमाने की ज्यादा इच्छा रखकर काम करें। जितना मिनिमम वर्कींग के साथ आप अपना खर्चा निकाल लो। काम अधिक कर के बुक्स में प्रोफिट बना लो। वो पैसा कितना सेफ है कोई गारंटी नहीं है। कब आएगा पैसा फिर वो टेंसन। सिलंडर भरे हुए हों पिछे, तो आप पेमेंट करते जाओ और आगे की पेमेंट की चिंता न करें।

आज मान लिजिए कि डीएचएफएल (दिवान हाउसिंग फाइनेन्स) इतने बड़े लेवल पर जाकर जीरो हो गया, जेट एयरवेज इतने बड़े लेवल पर जाकर जीरो हो गई। किंगफिशर को क्यूं भागना पड़ा और ऐसे बहुत होंगे कगार में। ब्ब्क् को देख लें। सूरत में टैक्सटाइल मार्केट में बहुत हैं। सिचुएसन जितनी विकट है उतनी डरावनी भी है। काम करना भी बंद नहीं कर सकते। लोग बड़ी आसानी से ये बात बोल देते हैं कि इस दौर में जो आदमी मजबूत रहेगा वो आगे टिका रहेगा और आगे एक लाइन इसमें जोड दी कि इस दौरान बहुत सारे लोग छंट जाएंगे। अगर छंट जाएं का मतलब डिफाइन किया जाए तो इसका मतलब कितना गहरा हो जाता है। अगर आज यमुनानगर में 400 यूनिट चल रही हैं उसमें 100 यूनिट बंद हो जाएगी, बैठ जाएगी। मुह से कह देना कितना आसान है और 100 यूनिट के साथ जितने आदमी जुडें हुए होंगे वो कितनी भयंकर सिचुएसन होगी।

अब मान लीजिए अगर आपकी एक साइकिल बन गई है किसी प्रोडक्ट की। और आपका माल उस डीलर के पास कंटीन्यूटी में पहुँचता रहे तो उसका काम भी चलता रहेगा और उसके साथ में आपका काम भी चलता रहेगा। सामने आर्डर लेकर माल ले रहा है तो फिर क्या दिक्कत है। दोनों का काम चलता रहे। अगर जबरदस्ती आप उनके वहां गाड़ी बनाकर भेज दें तो वो अलग बात है। मान लिजिए आप किसी डीलर से पिछले 10-15 साल से काम कर रहे हैं। सामने वाले की नियत में भी कोई दिक्कत नहीं है। साख भी बहुत अच्छी है। लेकिन बाजार में मंदी की वजह से अगले का कलेक्शन स्लो हो गया, अगला पेमेंट नहीं कर पा रहा है तो वो अफेक्ट तो आपको ही अल्टीमेटली करेगा। पहले आप दो महीने पर देते थे अब तीन पर ले जा सकते है। उससे ज्यादा तो आप नहीं दे सकते। आपको भी तो कहीं न कहीं पेमेंट करनी है। बल्कि राॅ मटीरियल की पेमेंट ज्यादा नजदीक हो रही है, करीब-करीब नकद। जो ठीक दे रहे हैं उनको देते जाएं। लिमिट में काम करते रहे।

अगर वो समय नहीं रहा तो यह समय भी नहीं रहेगा।

The alleged ‘suicide note’ written by VG Siddharth (owner of Cafe Coffee Day worth more than R8000 crore) mentions such problems due to which he is getting posthumous sympathy. Among the problems he has mentioned are the harassment by the tax authorities.

There has been a backlash from the business community and the general public after allegations of harassment by the tax administration. The Finance Minister is well aware of this issue. It is believed that a strong message may have gone down. Power has a tendency to corrupt and absolute power completely corrupts. Meanwhile, the government continued to get government approval to the legislations that strengthen the officers in many departments in many ways. While safe guards to common are very few. During this period the rights have been centralized to a large extent with the central government.

Now it is possible that those who violate traffic rules like driving fast vehicles can be jailed. Other countries also impose large fines in such highly specialized cases. The Home Minister has assured that new rights of the government will not be exploited. Slow down is seen in overall market. Not only Plywood & Laminate is affected, real sector with every other commodities like textile, vehicles, every where pessimism is reflecting. Production is cut down to almost 40% or less. Everyone is pressurized for cost cutting.

Payment crisis is seen in every segment. Who will fail is not known at this juncture. How will we maintain  our business, when everyone is concerned about payment? Routine is disturbed almost every where.

In present situation, leading business houses like DHFL, CCD, Jet airways, Nirav Modi, even Anil Ambani are facing deep crisis. Overall situation is not praise worthy now a days. We all know that institutes having strong will power will withstand the crisis. But when someone says that the weaker will be abolished, imagine the situation how much it will affect to others who have connections with these defaulter units.

If we are engaged with any dealer since 10-15-20 years his credit is praiseworthy, without any major issues. Present situation may have affected his payment where as payment of industries have neared to almost cash. Adjustment done mutually will be the greatest achievement.
