The lockdowns are now over. Yet there is a kind of uncertainty in the market. How it will happen? what will happen? Everyone is thinking about this. With nothing clear, the industrialist has many problems. There is a need to act wisely now. Being afraid will not work. Work should be increased gradually. Production should remain as it is necessary. Because every work has stopped. Everything will take some time to run. In this series being talked about, this time in a talk to industrialist, a conversation with Mr. Harvinder Singh of Arsh Engineering. Here are the highlights of their conversation.

Would running the unit be correct in this situation?

No, because until everything is opened, there is no use to run the unit openly. At the moment almost everyone is troubled by the cash problem. In such a situation, even if the goods are ready and not in demand, what will happen? Will have to keep the finished goods in the warehouse. We run an iron unit, and will also make and prepare the machine, but the situation is visible now, it seems that the order of the new machine will take at least a year. So we think our lockdown will last longer. Because the first plywood unit will run, only then will the machine be needed. I do not see difficulties right now. Problems are yet to come. Even if opened, we will not be able to run properly. Right now, no profit will have to be worked on. This year there will be no reduction. Just think that if the expenses are met then it is a privilege. I am speaking this for the machinery industry. Plywood unit may differ. Because it seems that now the new unit is hardly possible. Conversely weak players can be eliminated. Whoever has our credit, we do not think he will come back immediately. We cannot even ask for it right now. Because if asked, it is a bad thing. It will start coming in a couple of months.

What about laborers? What do you believe
See, even if everything opens up, the workers are going to their homes. Cannot stop him. Most of the laborers are from or near Bengal. Even if two come back in four weeks. But once they have to go. He can come back. Once, he will definitely visit his house. Therefore, workers will face problems. However, not a single worker was allowed to starve in Punjab. There was a need to eat one and a half million people, but more food was prepared than this. Christians cannot understand why the workers went back to their homes. These are beyond comprehension.

So was the work going on right before the lockdown?

There was some problem after demonetisation. But after this everything was normal. Now the problem has come again. Because now it will take six months to a year for everything to be normal. Now we have to start work again. It can be said that everything has to be done anew. Because repair and setting of machines etc. will take a lot of time. So it will take time. Now it will also have to see how the policies of the government will be. Because even if the import stops, there can be problems. Because some raw material comes from China etc. Therefore, there can be problems. While the environment is running bycot from China. Now we have to move forward by increasing each other’s cooperation. Because everything is closed. New transactions should be made only. The old payment should be slightly recovered. If new goods are available, then the payment will continue. If the new payment continues on time, then the work may go on quickly.

How can the market behave?

There will still be fear in the market, people will not come out with an open heart. Now only 40 to 50 percent people will come to the market. There are many industries in Ludhiana whose goods go to other parts of the country. Now he works state to state. But now there will be a state of fear in all of them. Therefore, the industrialists would also like to keep it in their hands. Therefore, work will have to be taken slowly. We all have to think here how we can do normal work. It has to be seen how long the situation will last. It seems a little difficult to bring in an instant flow. There is no possibility of the market running at once. Because the industrialist will not work right now. Because there is an atmosphere of uncertainty in the market. It has to be normal once. Because when all will not work then running alone or a few units is not going to work. In this case the unit operator will be scared. In this case, even if the work runs 25 percent. But this is not the time to borrow. If this is done, then his new money can get trapped. So even if you make additional investments, it may not work. Till the market returns, it will not work. Until the retail market opens up, nothing can be said about the industry. The chain should be complete. Because until the circle goes, the thing is not going to happen. Plywood can benefit only when real estate grows.

काम करने का तरीका बदलना होगा, अब नई पेमैंट समय पर हो,  पूरानी पेमैंट थोड़ी थोड़ी आती रहे तो सभी के लिए बेहतर होगा

लॉकडाउन अब खत्म होने को हैं। फिर भी बाजार में एक तरह की अनिश्चितता है। कैसे होगा? क्या होगा? इसी को लेकर हर कोई सोच रहा है। कुछ भी क्लियर नहीं होने से उद्योगपति के सामने कई दिक्कत है। अभी समझदारी से काम लेने की जरुरत है। घबराने से काम नहीं चलेगा। धीरे धीरे काम को बढ़ाना चाहिए। उत्पादन इतना ही रहे जितना जरूरी है। क्योंकि हर काम बंद हो गया है। हर चीज को चलने में कुछ समय लगेगा। इसी को लेकर चलायी जा रही सीरिज में टॉक टू इंडस्ट्रिलिस्ट में इस बार अर्श इंजीनियरिंग के श्री हरविंदर सिंह से बातचीत । पेश है उनकी बातचीत के मुख्य अंश ।

क्या इस स्थिति में यूनिट चलाना सही रहेगा ?

नहीं, क्योंकि जब तक सब कुछ खुल नहीं जाता, तब तक यूनिट खुल कर चलाने का फायदा नहीं है। इस वक्त लगभग हर कोई नगदी की समस्या से परेशान है। ऐसे में यदि माल तैयार कर भी लिया और उसकी डिमांड ही न हुई तो क्या होगा? तैयार माल गोदाम में ही रखना पड़ेगा। हम लोहे की यूनिट चलाते हैं, और मशीन बना कर तैयार भी कर लेंगे, लेकिन अभी जो हालात नजर आ रहे हैं इससे लगता है कि नई मशीन के आर्डर में कम से कम एक साल लग जाएगा। इसलिए हमें लगता है कि हमारा लॉकडाउन लंबा चलेगा। क्योंकि पहले प्लाइवुड यूनिट चलेगी, इसके बाद ही मशीन की जरूरत पड़ेगी। अभी मुश्किलें नजर नहीं आ रही। अभी दिक्कतें आनी है। खुल भी गया तो हम ढंग से चला नहीं पायेंगे। अभी तो नो प्रोफिट नो लॉस पर ही काम करना होगा। इस साल कमायी नहीं होगी। बस यहीं सोच ले कि खर्च पूरे हो जाए तो गनीमत है। मैं यह बात मशीनीरी उद्योग के लिए बोल रहा हूं। प्लाइवुड यूनिट का अलग हो सकता । क्योंकि ऐसा लग रहा है कि अब नया यूनिट तो शायद ही लगे। उलटा कमजोर प्लेयर जरुर बाहर हो सकते हैं। हमारा उधार जिसके पास है, हमें नहीं लगता वह भी अभी तत्काल वापस आएगा। अभी तो मांग भी नहीं सकते। क्योंकि मांग लिया तो बुरे बनने वाली बात है। एक दो माह में आना शुरू हो जायेगा।

मजदूरों को लेकर क्या रहेगा? आप क्या मान रहे हैं?

देखिए एक बार यदि सब कुछ खुल भी जाता है तो भी मजदूर अपने घर जा रहे हैं। उसे रोक नहीं सकते। ज्यादातर मजदूर बंगाल या इसके आस पास की है। भले ही दो चार सप्ताह में वापस आ जाए। लेकिन एक बार उन्हें जाना है। वह वापस आ सकते हैं। एक बार वह अपने घर देखने जरुर जायेंगे। इसलिए मजदूरों की दिक्कत तो आएगी। हालांकि पंजाब में एक भी मजदूर को भूखा नहीं रहने दिया गया। यहां डेढ़ लाख लोगों के खाने की जरुरत थी, लेकिन इससे ज्यादा खाना तैयार होता था। ईसलिये यह समझ में नहीं आ रहा कि मजदूर क्यों अपने घर वापस गये। यह समझ से परे हैं।

तो क्या लॉकडाउन से पहले काम सही चल रहा था ?

नोटबंदी के बाद थोड़ी दिक्कत आयी थी। लेकिन इसके बाद सब सामान्य हो गया था। अब फिर से समस्या आ गयी है। क्योंकि अब छह माह से एक साल लग जाएगा सब कुछ सामान्य होने में। अब दोबारा से ही काम शुरू करना होगा। यह कह सकते हैं कि सब कुछ नये सिरे से करना होगा। क्योंकि मशीनों की रिपेयर और सेटिंग आदि में ही काफी समय लग जाएगा। इसलिए वक्त लगेगा। अब यह भी देखना होगा कि सरकार की नीतियां कैसी रहेगी। क्योंकि यदि इंपोर्ट बंद हो जाता है तो भी दिक्कत आ सकती है। क्योंकि कुछ कच्चा माल तो चाइना आदि से आता है। इसलिए भी दिक्कत आ सकती है। जबकि माहौल चीन से बायकॉट का चल रहा है। अब तो हमें एक दूसरे का सहयोग बढ़ा कर ही आगे चलना होगा। क्योंकि सब कुछ बंद सा हो गया है। नये लेनदेन ही किए जाए। पुरानी पेमैंट थोड़ी थोड़ी रिकवर हो। नया माल जाए तो उसकी पैमेंट आती रहे। नई पैमेंट यदि समय पर होती रही तो काम जल्दी चल सकता है।

बाजार का व्यवहार कैसा रह सकता है?

अभी डर भी रहेगा मार्केट में, खुले दिल से लोग निकलेंगे ही नहीं। अभी 40 से 50 प्रतिशत लोग ही मार्केट में आएंगे। लुधियाना की बहुत सी इंडस्ट्री ऐसी है जिनका माल देश के दूसरे हिस्सों में जाता है। अब वह स्टेट टू स्टेट काम करते हैं। लेकिन अब उन सभी में एक भय की स्थिति रहेगी। इसलिए उद्योगपति भी चाहेंगे कि जो उनके हाथ में हैं, उसे संभाल कर रखें। इसलिए काम धीरे धीरे ही आगे बढ़ाना होगा। हम सभी को यहीं सोचना होगा कि कैसे काम नार्मली कर सकते हैं। यह भी देखना होगा कि जो हालात है, यह कब तक रहेंगे। तत्काल फ्लो में लेकर आना थोड़ा मुश्किल लग रहा है। एक दम से मार्केट के चलने की संभावना नजर नहीं आ रहीं है। क्योंकि उद्योगपति अभी खुल कर काम करेगा ही नहीं। क्योंकि बाजार में अनिश्चिता का माहौल बन गया है। इसे एक बार सामान्य होना ही होगा। क्योंकि जब तब सभी काम नहीं करेंगे तब तक अकेले या फिर कुछ यूनिट चलने से काम नहीं चलने वाला है। इस स्थिति में यूनिट संचालक डरेगा। इस स्थिति में भले ही काम 25 प्रतिशत चले। लेकिन इस वक्त उधारी का समय नहीं है। यदि ऐसा किया तो उसका नया पैसा फंस सकता है। इसलिए यदि अतिरिक्त निवेश कर भी दिए तो भी शायद काम नहीं चले। जब तक बाजार से रिटर्न नहीं आएगा, तक काम नहीं चलेगा। जब तक रिटेल मार्केट खुल नहीं जाता, तब तक इंडस्ट्री के बारे में कुछ नहीं कहा जा सकता। चेन कंप्लीट होनी चाहिए। क्योंकि जब तक सर्किल नहीं चलता, तब तक बात बनने वाली नहीं है। रियल अस्टेट में ग्रोथ आती है तो ही प्लाइवुड का फायदा हो सकता है।
