Sir,

Pleae refer to the above mentioned office note from Ministry of Jal Shakti. The point wise reply sought by the Haryana Plywood Manufacturing Association for relaxation in NOC norms for existing units are as under.

1. As per CGWA guidelines, Ground water quality report of existing well may be done through Govt. approved lab. It is not necessarily that analysis may be carried out through NABL accredited lab only. In absence of NABL accredited lab in the area project proponent may carryout groundwater analysis through any Govt. approved lab.

2. The requirement of non availability of water certificate from Govt. water supply agency is a mandatory document in case the water requirement is more than 10 cum/d. In case water requirement is up to 10 cum/d self declaration is considered sufficient. This condition is incorporated in order to minimize/reduce dependency on groundwater sources in area where alternate water sources are available. This is also done as per the Hon’ble NGT suggestion/direction in various cases to reduce the dependency on groundwater sources.

3. The last date for filing application for NOC is being extended upto 31.03.2020.
