The tireless efforts done by the Government of Uttar Pradesh and the Hon’ble Chief Minister to double the income of the farmers of the state is highly commendable. To promote wood based industries in the state, new licenses have also been issued by the Government of Uttar Pradesh to establish new industries. So that wood based industries can be established in the state and farmers can get maximum value for the trees sold by them. So that farmers can take a forward step towards doubling their income.

But entrepreneurs are facing problems in setting up and running new industries, about which we want to inform you…

  1. The Government of Uttar Pradesh is charging 1.5% market fee on wood and wood products. Due to which the cost of our products becomes higher than other states. Therefore, you are requested that just as you have exempted food processing units from market fee, wood based industries should also be exempted from market fee.
  2. In advance of clear rules cut of the Mandi Department on the wood and its products coming from outside the country and state, which are used as raw material in our finished goods, we entrepreneurs are charged Mandi fee on that too. Due to this, entrepreneurs are facing a huge financial crisis. Hence, there should be no Mandi fee on raw material (wood and wood based products) coming from outside the state.
  3. At present, there is a provision of 18 percent GST on timber and timber products. There is nil GST on agriculture based products If there is, then it is 5 percent. There should be a provision of 5 percent GST on our products by reducing it from 18 percent.

  • Shri Ashish Tiwari, IFS. Secretary EF & CC Deptt. Govt. of UP
  • Shri Ashok Kumar Agarwal Ex president IIA, President UP Ply Manufacturers Welfare Association
  • Shri Deepak Agarwal, Secretary UP Ply Manufacturers Welfare Association
  1. At present, the limit of e-way bill on timber and timber products is ₹50,000/-. This limit should be abolished and made zero so that tax evasion can be curbed.
  2. Round wood is being supplied to other states from the state. By restricting to dispatch by converting it to veneer on sawn timber instead of round wood, our state will get more employment and revenue. Therefore, (round wood) should be stopped from going out of the state. This rule will greatly benefit the environment, farmers’ income and entrepreneurs.
  3. There should be no restriction by the forest department and police on the cutting and transportation of any type of plants planted on personal land. For this, changes are required in the UP Forest Act.
  4. The carbon credit scheme should be implemented on the ground. This will greatly benefit the environment, farmers and industries.
  5. The farmer carries timber to the factory in tractor-trolley. He has to face problems with the traffic department and the police. Therefore, clear orders should be issued to both departments that farmers should not be harassed while transporting wood.
  6. Electricity is an important subject. We entrepreneurs are ready to fulfill the dream that the Honorable Chief Minister has seen for the industry today. But there is no demarcated industrial area in small towns. Due to which new industries are being set up in rural areas. Where, there is no proper electricity supply. Please ensure 20-22 hours of power supply in rural areas to facilitate industries of rural areas.
  7. I would like to thank Shri Ashok Agarwal ji who has been helping our entrepreneur brothers in solving the problems faced by plywood industries for the last 30 years.
