Need Amendment in ISI standards to make it more useful in the current context

The standards of BIS in our industry are outdated and need to be updated according to current circumstances. There should be changes in the MOR, MOE, and face thickness.

What is your perspective on the mandatory ISI mark?

We want to produce quality products and also want the products to be recognized in the market like a brand. For this, the ISI mark becomes crucial. Most of the factories which we know are producing ISI marked products. However, there are some manufacturers who are using fake ISI marks on their products, and no action is being taken to stop them. The problem with the BIS is that they take action only against units that are registered with them. It should be ensured that action is also taken against those industries who are misusing the ISI mark without a license. Now, when the ISI mark will be mandatory for everyone, such issues might be resolved.

Why do some manufacturers have doubts?

Hallmarking is also mandatory for gold jewelry. But their sales point is centralized, making it easier to manage all processes. But, our panel industry is quite different. The sales ocurs at multiple levels of distribution. This increases the possibility of misuse of the mark by dishonest sellers. So, manufacturers who have doubts about the ISI mark are not entirely wrong. Their concerns are valid.

Are the standards comprehensive enough?

The standards of BIS in our industry are outdated and need to be updated according to current circumstances. There should be changes in the MOR, MOE, and face thickness. FICCI has also taken an initiative in this regard. We are also preparing at the association level to manage changes to these standards. Consultation with BIS authorities is going on as to why these amendment are necessary. We are trying our best to prepare and implement the standards which compliments to the current scenario. Small or tiny manufacturer should get attention. Standard should be relevant to the extent that small or big, every manufacturer can implement it easily

Can the introduction of these standards make things difficult for the industry?

Those who have BIS licenses are already familiar with its system. However, a new manufacturer might find it challenging. The association needs to consider this and engage in discussions. It’s crucial to make the authorities understand the potential difficulties that industry might face. Associations should move forward to clear the doubts. It will be much more problematic if the standards are enforced on its present form. It’s essential to work on this from now on so that we can avoid problems in the future.

Will individual unit face difficulties?

The industry’s situation is not very prosperous at the moment, and it is likely to become even more challenging in the future. The availability of wood is decreasing day by day. Almost all industry produce goods using leftover materials, which are usually not up to the mark to adjust their costing manufacturers, are bound to manufacture it from their leftover materials. But making such products is necessary to save carbon emissions. Therefore, providing exemptions to manufacture such products will be required. The association should raise this concern with the authorities.

Why is it necessary to make ISI mark mandatory?

Now is the high time when we need to focus on world class quality. This is the most significant requirement today. The government is continuously encouraging all types of exports from India. In this process, the ply and panel industry is lagging behind. Developed countries have set specific quality standards that we need to fulfill to compete in exports. Although these rules may seem like a hindrance now, adopting them can brighten our future. We need to work together with the government and officials to make suitable and straightforward provisions for small unit operators so that they can easily meet the standards.

Many brands have already stopped using the ISI mark.

Several industrialists had stopped using the mark earlier, but with the new provisions coming in, they will have to adopt it again. However, it won’t make much difference to them as their annual turnover is quite high. They can easily bear the expenses of laboratories and other testing equipment. The challenge will be for small industrialists who will have to do everything from scratch. So, exemptions in some provisions of the standards should be given to small units. These provisions should be designed in such a way that everyone can fulfill them easily.”

अनिवार्य आईएसआई मार्क पर आपका दृष्टिकोण क्या है?

हम गुणवत्ता का उत्पाद तैयार करना चाहते हैं, यह भी चाहते हैं कि उत्पाद बाजार में ब्रांड की तरह पहचाना जाए। इसके लिए आईएसआई मार्का महत्वपूर्ण साबित होता है। हमारी जानकारी की अधिकतर फैक्टरी में आईएसआई ग्रेड का माल बन रहा है। लेकिन कुछ ऐसे उत्पादक भी हैं, जो फर्जी तरीके से आईएसआई मार्क लगा रहे हैं, उन्हें रोकने की दिशा में कोई कदम नहीं उठाया जा रहा है। बीआईएस की दिक्कत यह है कि वह उन इकाइयों पर ही आक्रामक होते हैं, जो उनके पास पंजीकृत हैं। यह सुनिश्चित होना चाहिए कि उन उद्योगपत्तियों पर भी कार्यवाही होनी चाहिए जो वगैर लायसेंस के गलत तरीके से अपने उत्पाद पर आईएसआई मार्क लगा रहे हैं। अब जब आईएसआई मार्क सभी के लिए आवश्यक कर दिया जाएगा तो इस तरह की दिक्कत संभवतः दूर हो सकती है।

कुछ निर्माता संशय में हैं, ऐसा क्यों?

सोने के गहनों पर भी हॉलमार्क अनिवार्य है। लेकिन उनका विक्रय स्थल एक ही जगह केंद्रित है। जिससे उन्हें सभी प्रक्रियाओं को व्यवस्थित करने में आसानी होती है। लेकिन हमारा पेनल उद्योग इससे एकदम अलग है। इसकी बिक्री कई स्तरों पर वितरण के बाद होती है। जिसमें बेइमान बिक्रेताओं द्वारा मार्का के गलत इस्तेमाल की संभावना बढ़ जाती है। इसलिए जो भी उत्पादक आईएसआई मार्का को लेकर संशय में हैं, वह गलत नहीं है। उनकी शंका सही है।

क्या मानक अपनी जगह संपूर्ण हैं?

हमारी इंडस्ट्री में बीआईएस के जो मानक है, वह पूराने हैं। उन्हें आज की परिस्थितियों के मुताबिक तैयार किया जाना चाहिए। जैसे एमओआर, एमओई और फेस की मोटाई में बदलाव होना चाहिए। फिक्की ने भी इस संबंध में पहल की है। हम भी इन मानकों में बदलाव कराने के लिए एसोसिएशन के स्तर पर तैयारी कर रहे हैं।

आईएस के अधिकारियों से विचार विर्मश चल रहा है कि इन मानकों में बदलाव करना क्यों जरूरी है। हम पूरी कोशिश कर रहे है कि जो मानक आज की परिस्थितियों के अनुरूप हो, उन्हें बनाया और अपनाया जाए। इन मानकों में छोटी इकाई संचालकों का भी ध्यान रखा जाए। क्योंकि मानक तय करने का फायदा तभी है, जिसे छोटे और बड़े सभी उद्योगपति आसानी से पूरा कर सके।

तत्काल में जो मानक है, इससे उद्योग को मुश्किल आ सकती है?

जिनके पास बीआईएस के लायसेंस हैं, वह तो कमोंबेश इसकी कार्य प्रणाली के अभ्यस्त हैं। लेकिन एक नया उद्योगपत्ति इससे विचलित हो सकता है। एसोसिएशन को इस बारे में सोचना होगा। और सबको विश्वास में लेते हुए चर्चा करनी होगी। इसे लेकर अभी से सचेत होना होगा। और अधिकारियों तक अपनी बात पहुंचानी पड़ेगी। क्योंकि हम अगर अपनी बात नहीं रखेंगे तो अथॉरिटी को कैसे पता चलेगा कि उद्योग संचालकों को किस किस मानक से क्या क्या दिक्कत आ सकती है। इसलिए एसोसिएशन की ओर से इस बारे में बात उठानी होगी। मौजुदा अवस्था में ही अगर बीआईएस अपनी ओर से यह मानक लागू कर देंगे, तब तो बहुत दिक्कत आ सकती है। इसलिए हमें उससे पहले अभी से मिल कर इस दिशा में काम करना होगा। ताकि बाद में आने वाली दुश्वारियों से बचा जा सके।

क्या व्यक्तिगत तौर पर किसी इकाई को दिक्कत आएगी?

इस वक्त उद्योग की स्थिति काफी अच्छी नहीं है। आने वाला समय तो और ज्यादा मुश्किल होने वाला है। लकड़ी की उपलब्धता दिन प्रतिदिन कम होती जा रही है। लकड़ी की वेस्टेज बचाते हुए प्रायः सभी उद्योग बचे हुए कच्चे माल से भी उत्पाद तैयार करते हैं। इसकी गुणवत्ता उच्च मानक वाली तो होती नहीं। फिर भी उद्योगपति अपनी लागत को कम करने के लिए बचे हुए कच्चे माल से उत्पाद तैयार करते हैं। ऐसे उत्पाद बनाना आवश्यक भी है। क्योंकि कार्बन उत्सर्जन को बचाना आवश्यक है। इसलिए ऐसे उत्पाद बनाने की तो छूट देनी ही पड़ेगी। इस बारे में भी अथॉरिटी को समझाना होगा।

आईएसआई मार्क के मानकों को अनिवार्य किया जाना आवश्यक क्यों है?

अब वक्त आ गया, हमें विश्व स्तरीय गुणवत्ता पर ध्यान देना होगा। यह आज की सबसे बड़ी जरूरत है। भारत में सभी तरह के निर्यात को सरकार द्वारा लगातार प्रोत्साहन दिया जा रहा है। इस क्रम में प्लाइउड और पैनल उद्योग अभी काफी पिछे है। विकसित देशों में गुणवात्ता के मानक विशेश रूप तय किए गए हैं। जिनको पूरा करने के बाद ही हम निर्यात में प्रतिस्पर्धा कर सकेंगे। यह नियम जो अभी हमें वर्त्तमान में बाधा दिख रहें हैं, इनको अपनाने पर हमारा भविश्य उज्वल हो सकता है। कुछ समय के लिए दिक्कत होगी, जिसे सरकार एवं अधिकारियों के साथ विचार विमर्स करके सुसंगत और सरल बनाने का प्रयास सभी मिलकर करेंगे।

कई ब्रांड ने आईएसआई मार्क का प्रयोग करना ही बंद कर दिया है?

कई सारे़ उद्योगपियों ने मार्क को उपयोग करना ही छोड़ दिया था, नए प्रावधान आने से उन्हें भी इसे अनिवार्य रूप से अपनाना पड़ेगा। लेकिन यह भी सच है कि उन्हें इससे ज्यादा फर्क नहीं पड़ेगा। क्योंकि उनकी सालाना टर्नओवर बहुत ज्यादा है। वह प्रयोगशाला और दूसरे उपकरणों का खर्च आसानी से उठा सकते हैं। दिक्कत तो उन छोटे उद्योगपतियों को आएगी। जिन्हें सब कुछ नए सिरे से करना होगा। इसलिए लघु इकाई संचालकों को मानकों के कुछ प्रावधान से छूट मिलनी चाहिए। इनके लिए प्रावधान भी इस तरह से बनाए जाने चाहिए, जिसे वह आसानी से पूरा कर सके।
