Need to ease quality control provisions for indigenous producers

To take the current $4 trillion Indian economy to $30 trillion by 2047, apart from capital and extensive expansion, trust in Indian products and their quality is equally important. Therefore, the importance of quality should be considered as the main framework.
The decision of the Government of India to expand Quality Control Orders (QCOs) in various product categories is important in this regard. This strategy, started to ensure quality and to prevent the entry of substandard products in the market, is considered a double-edged sword.
The important thing is that QCOs are not just administrative notifications but a legal means, under which manufacturers from India and abroad have to get BIS certification for their products. Failure to do so may result in confiscation of goods, fines or ban on imports.
There is no doubt that QCO reduces the inflow of substandard products, especially from countries notorious for dumping.
On August 15, 2014, Prime Minister Narendra Modi urged Indian industry to achieve ‘zero defect, zero effect’ i.e. defect-free and environment-friendly manufacturing. But are we able to do it?
The answer lies in whether QCOs are being implemented with help and support or with coercion and penalties.
A big concern in the QCO process is compliance monitoring. Currently, this is the responsibility of BIS, which has a huge workload, which takes a lot of time to complete the process and hinders domestic and foreign applicants.
QCOs are not only regulators but they are also considered to be a symbol of our intentions. But for their success, it is also important that they are sharp, inclusive and adapt to the changing world.
We cannot stop the journey of quality and if QCOs are implemented with foresight, they can form the foundation of ‘Brand India’.
