Online registration of new wood-based industries begin in UP

The process for allotment of new wood-based units has started in Uttar Pradesh. The UP government has formed a portal upforest.gov.in, where it can be applied. Process will start with online registration in the first phase. After Verifying the documents of the applicant, by the forest department officials meet will be held between applicant and the officials. In which it will be decided whether the applicant should be awarded a license or not.

However at present, applications have been sought only for MDF, Particle Board and Lamination unit. But a new plywood unit cannot be installed. In these proposed industries, timber of maximum 30 cm dia only can be used. Lamination can be done by purchasing plywood or other boards from (outside) legitimate sources.

The case of licenses for new wood-based industries in UP was stuck for a long time. The government had earlier started the process of allotting new licenses in 2018. But the NGT stopped the process at that time not NGT assured of sufficient wood. The NGT believed that the forest area and greenery in UP was decreasing rapidly. If new licenses were issued and new units will increase, then the demand for wood can increase, which will adversely affect greenery.

After the NGT’s ban, the Forest Department of UP presented its supporting documents and filed a petition in the Supreme Court that they have sufficient wood. Therefore, the ban on the license should be removed. The Supreme Court lifted the stay, satisfied with the argument of the forest department. After this, the way for new licenses was cleared.

For the first time in UP, online applications have been sought from all over India. Experts believe that it may take some time to issue a license finally. Because after applying online, several stages of the remaining process will have to be completed.

The license will be given for five years. There are 17 conditions for the applicants. The applicant must ensure that he is accepting these conditions on filling the form.

यूपी में लकड़ी आधारित नई इकाईयों के पंजीकरण की ऑनलाइन प्रक्रिया शुरू

उत्तर प्रदेश में लकड़ी आधारित नई इकाईयों के आवंटन की प्रक्रिया शुरू हो गई है। यूपी सरकार ने एक पोर्टल upforest.gov.in बनाया है, जिस पर जाकर आवेदन किया जा सकता है। पहले चरण में ऑनलाइन रजिस्ट्रेशन होगा। फिर वन विभाग के अधिकारी आवेदक के दस्तावेजों की जांच करेंगे, जिसके बाद, आवेदक और अधिकारियों के साथ बैठक होगी। जिसमें तय किया जाएगा कि आवेदक को लाइसेंस प्रदान किया जाए या नहीं।

यद्यपि फिलहाल, सिर्फ एमडीएफ, पार्टिकल बोर्ड और लेमिनेशन ईकाइयों के लिए आवेदन मांगे गए हैं। लेकिन नया प्लाईवुड यूनिट नहीं लगाया जा सकता। इन प्रस्तावित उद्योगों में 30 से मी व्यास तक की लकड़ी का ही इस्तेमाल किया जा सकता है। लेमिनेशन के लिए प्लाईवुड या दुसरे वैध बोर्ड बाहर से खरीद कर लेमिनेशन किया जा सकता है।

यूपी में लकड़ी आधारित लकड़ी के नए लाइसेंस का मामला लंबे समय से अटका हुआ था। सरकार ने पहले 2018 में नए लाइसेंस देेने की प्रक्रिया शुरू कर दी थी। एनजीटी ने तब लकड़ी की कमी बताते हुए इस प्रक्रिया पर रोक लगा दी थी। एनजीटी का मानना था कि यूपी में वन क्षेत्र और हरियाली तेजी से कम हो रही है। नए लाइसेंस जारी होने से नई यूनिट लगेगी तो लकड़ी की मांग बढ़ सकती है। जिसका असर हरियाली पर विपरीत पड़ सकता है।

एनजीटी की रोक के बाद यूपी के वन विभाग ने अपने समर्थक दस्तावेज प्रस्तुत करते हुए, सुप्रीम कोर्ट में याचिका दायर की, कि उनके पास पर्याप्त लकड़ी है। इसलिए लाइसेंस पर जो रोक लगी है, वह हटाई जाए। वन विभाग के तर्क को मानते हुए सुप्रीम कोर्ट ने यह रोक हटा ली थी। इसके बाद नए लाइसेंस देने का रास्ता साफ हो गया था।

यूपी में पहली बार समस्त भारत से ऑनलाइन आवेदन मांगे गए हैं। जानकारों का मानना है कि अभी अंतिम रूप से लाइसेंस जारी होने में थोड़ा वक्त लग सकता है। क्योंकि ऑनलाइन आवेदन करने के बाद लाइसेंस प्रक्रिया के बाकी के कई चरण पूरे करने होंगे।

लाइसेंस पांच साल के लिए दिया जाएगा। पोर्टल पर आवेदकों के लिए 17 शर्तें रखी गई हैं। आवेदक को फार्म भरने वक्त यह सुनिश्चित करना होगा कि वह इन शर्तों को मान रहा है।
