Product manual and Testing requirement for IS 303

Dr MP Singh, director FIPPI arranged an online meeting to discuss the product manual for IS 303 and its amendments.

Mr.  N Suryanarayan, Sc F & Head – CMD-III and Mr. Ashish Kumar Kanar, Sc D, CMD-III represented BIS and discussed in detail, the process and amendments in product manual of IS 303.

Following observations where outlined:

  1. The maximum thickness produced in manufacturing for supply, is to be offered for Sample Testing.
  2. Preservative treatment (of core veneer) is mandatory.
  3. Extenders should be declared if it is more than 12%.
  4. Declaration of testing protocols such as sampling frequency and lots should be provided by manufacturer as in their Quality Assurance Programme (QAP), and must be followed by the manufacturer. This will be verified at the time of inspection.
  5. Actual MoR/MoE (Bending Class) parameters should be more than the declared value (to avoid failure of sample and non-conformity).
  6. Formaldehyde emission class testing under the perforator extraction method is mandatory for all classes under IS 303. Test should be done for each grade of product.
  7. BIS Licence is issued to manufacturer and not dealer. Manufacturer should declare specific brand, if it is put by dealer.
  8. Boards cannot be dispatched outside factory premises without the stipulated BIS Markings.
  9. Dealers are also under surveillance, however with a limited capacity of the BIS officers. Association or individual should report any mal practice to BIS coming to their notice, so that, action can be initiated against unscrupulous elements.
  10. NON-CONFORMING PRODUCTS CANNOT BE SOLD IN MARKET, BY ANY METHOD.

Dr MP Singh, conclusively, requested every association, to put their grievances and suggestions in CED 20 meeting, for the required necessary amendments.
