Aditya Garg (Son of Sandeep Garg): BIS will be implemented in February. This has been decided. But the problem is that there is no eagerness (awareness) among the small unit operators. They need to be made aware.
Sample testing should be faster. It takes three months to test a sample. That’s why it takes at least six months to get a license. It should be managed that licenses are made available to as many industrialists as possible.
Giving conditional licenses can also be a way. In which there can be a condition that if the sample passes, the license will be issued.
If everything is left to the industry, then there will be a stampede. Those who do not have a license may have to close their unit. BIS cannot reach everyone.
We have to think about the welfare of the industry. We have to see how all industrialists come under the purview of licenses by February. For this, BIS will also have to take initiative. The association will also have to cooperate with them.

Right now it is not known from where the samples has been drawn. The manufacture should be informed before taking the sample. So that it can be known whether the sample has been taken from the right place or not. Whether the said dealer has bought the goods from us or not. Because if he has done duplicate marking then the responsibility of the sample should be of the dealer.
We, along with our association, are constantly engaged in to making aware all those operators who do not possess a license.

Only BIS have the solution. They have to understand how big the problem is. Therefore, these things should be brought into the notice of BIS by all of the associations.
There is no doubt that every cluster will have its own issues. All of them should raise them together.
If BIS is conveyed properly, then definitely the problem can be solved.
We will have to talk to the top management of BIS. Because there is a need to take the issues to the officers sitting in the headquarters. The problem has to be put before them along with the possible solutions.
Manoj Gwari: There is no need to be afraid of BIS but to be aligned with them
First of all, we need to know about BIS and its work. BIS sets the standards, after this the products at the production site are made as per the guidelines of the standards, is the responsibility of the manufacturer. To check in the factory whether the products are being made as per the set standards or not, is the duty of BIS.
BIS works with the spirit of welfare of the industry. Now if plywood manufacturers want any changes (or concession), then they will have to inform BIS about this, only then BIS will do research on it. The officials need to be well informed what the industry actually wants?
When QCO will come into force after February 2025, every manufacturer will have to make the product as per the set standards. If anyone does not, then stop marking will be done for three months. Then you will be unable to manufacture the product legally.

The workload on the laboratories is going to increase. Therefore, there should be a laboratory at the cluster level. Now Indian industries have been put in the Type Two License System. In this, the sample will have to be passed from a laboratory which is recognized by BIS. After passing of the sample, you will have to apply for the license with the test report. You will get the license in the next ten days.
This test is completed within 21 days. The day you get the license, the sample will be taken again. If this sample fails, there will be stop marking. This is a very simple process.
The problem is that there are 40 to 45 laboratories in the country for sample testing of IS: 303. Now industrialists choose the laboratory as per their convenience. Some laboratories have a lot of work. Some have no work at all.
The Bureau of Indian Standards has proposed a provision for cluster laboratory. Regular sample testing can be done here. The industrialists will have to bear the expenses in it. BIS will just recognize the Lab.
If the license holder does not pay the license fee within three months after the expiry of the license period, then he is given a notice. Another notice is served in grace period, but the industrialists do not pay attention to it. So the licenses get cancelled.
If the sample fails twice, the license is bound to be cancelled.
For foreign producers, visit is scheduled once a year. They also have the facility to sell their finished goods in another country other than Bharat under stop marking. Indian industrialists do not have this facility. This traumatic situation should be placed before the BIS officials. So that it can be resolved before any damage.
The standards of IS: 2202 have been fixed. BIS has informed everyone asking whether the product is being made according to these standards or not. Most of them confirmed that the products are being made according to the set standards.
Now those who have accepted it will not use jabra in the flush door.
Whatever provisions are received by BIS, should be read carefully, because generally it is not read at all by the occupiers.
The standards of IS: 303 are released. In this, you are allowed -3 in length and -1 mm in width regarding the size. If we get similar relaxation in shuttering and marine, then it will be easy for us. Because due to length and width failure, samples fail a lot.
According to Clause number 5.3 of IS: 710 if a 12 mm ply is given preservative treatment, then it normally swells up to 13.5 mm. Now it is impossible to bring it to 12 mm thickness again. Which will not meet the standards.
In clause number 6.7 of shuttering, says that film has to be applied. After preparing the ply whereas in India, the production practice is, the film is applied in one go. This clause can trouble the industry. There is caluse of treating the shuttering ply as well.
The institute should either inform us about such a technique that how the board can be brought to 12 mm after treatment. If this is not possible then relaxation should be given in this.
The compulsion of film should be removed. Because the future is of calibrated ply anyway.
Dr. MP Singh WTA is a member of the CED whose meeting is on 29th. The suggestions you have given should be given in writing. There is no need to go to BIS for this. Whatever changes are to be made in this, if appropriate, we can make these changes.

The Bureau of Indian Standards is also continuously organizing awareness programs. BIS is trying its best to create awareness. If QCO is implemented, then BIS is fully prepared. They have completed their preparations for this.
Therefore, if it is necessary to make changes in any standard, then efforts will have to be made to change it immediately.
We used to use jabra, but it will not be possible to use it in the new rules in standards.
The standards for HDMR should also be made similar to plywood.
WPC should also be considered. Someone else takes advantage of it. Because it is not wood. Wood plastic composite, there is zero wood in it, but its manufacturers use the name of wood in it. This confuses the consumers. Either the mention of wood in it should be stopped. Or the standards should be applicable to these products as well.

The government should be intimated in writing about it. This is under the jurisdiction of Ministry of Environment. Because it is plastic, it cannot be sold in the name of wood. But the industry will have to take the initiative. Because until it is objected, we cannot take any action on it.
