- Why was there opposition to QCO in the plywood and panel industry?
QCO was mainly opposed by the importer lobby. The market was being destabilized by importing cheap low quality material to compete with the prices of indigenous products. There were some shortcomings in the BIS standards as well, which the industrialists feared. It took some time for the industry to understand that the provisions of QCO were in their interest. The shortcomings of the standards can be gradually improved in consultation with BIS.
- Have all the problems been resolved now? What changes are still required?
Well, a lot of problems have been resolved. One or two things should be specifically amended in this. Our production process inevitably generates waste products which are then modified to form new products, which is essential for the economy of the industry and to stabilize the prices of the main product. Otherwise, almost everything is fine. Since there was no amendment in BIS after 1989. So they have corrected it to a satisfactory level. And I think it will be right for over industry.
- Since when have you been familiar with BIS? What changes have you seen in it from the beginning till now?
We are using ISI on our products, since twenty five tears. We would like is share our grievance with BIS people, that, they only track their licencee. Whenever, we share any irregularities in some other non BIS factories, they simply deny to act, quoting that it not in their perview to check non licencee.
- How much do you agree with the changes made in the 303 standards? How helpful are they?
In the changes that have been made in the standards of IS 303, the standards of MOR/MOE have been corrected. Because earlier we used to get face of point one mm, today face above point three is neither being imported nor is being imported. So the standards that they have made have been corrected keeping this in mind.
Since QCO is coming, Indian industry will also have to prepare itself. It will have to be brought to such a position that not everyone makes standard material and everyone makes good material. For that, everyone should get ISI registration done, set up labs, work properly in their factories.
- Do you think that QCO will be implemented on the scheduled date?
After the meeting with Joint Secretary, we are assured that QCO will be implemented 100% on its scheduled time.
- If QCO is not implemented on the scheduled date, what problems might the industry face?
This will become a matter of great trouble for the plywood industry. I think that 150-200 units have already been closed. And if this QCO is not implemented, then the importers will be morally boosted. Right now the importers have stopped their business, because it takes one and a half to two months for them to import the material. If this happens, there will be a lot of disturbance in the market and a big problem for the plywood industry.
