Strict Action against Illegal Wood Based Industries in Bihar

The Bihar forest department has issued immediate directives to close down unlicensed saw mills, veneer, and plywood factories operating in the state. In this regard, a letter has been sent to all district forest officers in the state by the Principal chief Conservator of Forest Bihar. The order instructs them to promptly shut down any saw mill, plywood, or veneer unit operating in their respective regions without a valid license. Action should be taken against them in accordance with the rules & regulations. Additionally, it must be ensured that such units can not resume operation again. Strict action has been taken by forest department either by sealing or dismantling the machines. Such operation was operated in various forest divisions VIZ: Purnea, Araria, Samastipur, Jamui, Kaimur, Sitamarhi, Saharsa etc.

Since long, many saw mills and plywood units have been operating in Bihar without licenses, adversely affecting the state’s forests as well as timber products market. These illegal producers are not bothered for quality and often neglect compliance with different Govt. rules and regulations. This has a negative impact on the entire wood market as they sell their products at lower prices by compromising quality and manipulation of GST and other taxes. Consequently, it was damaging the prosperity of plywood and other wood based industries who followed the regulations.

Since long, it was demanded to bring unlicensed factories under the purview of regulations to provide equal field. Now when the Bihar government has paid attention to this issue, it will surely benefit those plywood and wood manufacturers who are compliant to the system.

बिहार में अवैध काष्ठ आधारित उद्योग पर कठोर कार्यवाही

बिहार वन विभाग ने प्रदेश में बिना लाइसेंस के चल रहे आरा मिल, विनियर और प्लाईवुड फैक्ट्री को तुरंत बंद करने के निर्देश जारी कर दिए हैं। इस संबंध में प्रधान मुख्य वन संरक्षक बिहार पटना की ओर प्रदेश के सभी जिला वन अधिकारियों को एक पत्र लिखा गया है। इसमें हिदायत दी गई है, कि अपने अपने क्षेत्र में जो भी अवैध आरा मिल, प्लाईवुड व विनियर की इकाई चल रही है, उसे तुरंत ही प्रमुखता से बंद कराया जाए। उनके खिलाफ नियमों के अनुसार कार्यवाही की जाए। इसके साथ ही यह भी सुनिश्चित किया जाए कि इस तरह की यूनिट दोबारा न चल पाएं। इस पर कार्यवाही करते हुए वन विभाग ने कई जगह मशीनों को सील कर दिया तो कहीं-कहीं आरा मिल को ही उखड़वा दिया। पूर्णीया, अररिया, समस्तीपुर, जमुई, कैमुर, सीतामढ़ी, सहरसा आदि वन प्रमंडलों में इस तरह की कार्यवाही की गई।

लंबे समय से बिहार में कई आरा मशीन और प्लाइवुड यूनिट ऐसी चल रही थी, जिनके पास लाइसेंस नहीं था। इससे बिहार के वनों व लकड़ी पर तो विपरीत असर पड़ ही रहा था, इसके साथ ही प्लाईवुड मार्केट भी काफी दिक्कत में थी। क्योंकि इस तरह के अवैध उत्पादक जो प्लाईवुड तैयार करते हैं, वह न तो क्वालिटी की ओर ध्यान देते है, न ही इस बात की ओर कि विभिन्न सरकारी नियमों व कायदों की पालना की जाए। इससे लकड़ी के पूरे बाजार पर इसका विपरीत असर पड़ रहा था। क्योंकि गुणवत्ता की ओर उनका ध्यान नहीं होता और जीएसटी तथा अन्य कर चोरी में अग्रणी होते थे। इसलिए वह कम दाम पर अपने उत्पाद मार्केट में बेच देते हैं। इससे नियमों में काम करने वाले प्लाईवुड व लकड़ी के उत्पाद बनाने वाले उत्पादक काफी परेशानी में थे।

लंबे समय से यह मांग उठ रही थी कि बिना लाइसेंस के चल रही फैक्टरी को नियमों के अंतर्गत लाया जाए। जिससे एक सुचारू व्यवस्था विकसित हो सके। अब क्योंकि बिहार सरकार ने इस ओर ध्यान दिया है, निश्चित ही इससे लकड़ी और प्लाईवुड के उन सभी उत्पादकों को लाभ होगा, जो नियमों के तहत अपना काम कर रहे हैं।
