Accountability forms the foundation of good governance. Its purpose is to ensure that those in power are answerable for their actions, that transparency prevails, and that integrity becomes the bedrock of public life. It allows any individual—regardless of their position or influence—to speak against wrongdoing. The fear of scrutiny keeps the system honest. Openness is not only desirable, it is essential. Yet, it also carries hidden risks.

Every time an official takes a strict, principled decision—especially one that disrupts entrenched interests—they become vulnerable to complaints. As a result, an honest officer must constantly balance between exercising authority (and risking personal attacks) or staying silent and allowing incompetence or wrongdoing to continue. This creates a dangerous behavioural shift within the system.

Instead of pushing bold reforms or making tough decisions, officials begin to prioritise safe choices. The impact of this is that, instead of enabling efficiency and ethics, the vigilance framework inadvertently encourages a timid mindset. This is the real paradox. A system designed to discipline the dishonest ends up discouraging the honest.

The most brutal aspect of this paradox is that the complainant has nothing to lose. There is no penalty for filing a false complaint. A complainant is not required to prove their allegations; rather, it is the accused who must prove their innocence.

The second problem is that defamation cases drag on for years—sometimes decades. By the time a verdict is delivered, the very purpose of the complaint has already been defeated.

Accountability is indispensable. But when it becomes detached from fairness, it produces excessive vigilance and half-hearted decisions.

The nation faces its greatest challenge when the most talented minds and most dedicated public servants operate under a constant climate of fear.

Restoring balance between vigilance and trust is not merely a bureaucratic necessity—it is a national one.
