Is it appropriate to make BIS standards mandatory?

The mandatory implementation of BIS standards will provide better opportunities for the industry. The quality of products will significantly improve with the mandatory BIS standards. Industrialists who adhere to quality and specified standards can sustain in the industry. Such standards were bound to be established sooner or later. Developed countries like the United States, Europe, and others have already set their standards. Even particle board and MDF board have been included in these processes. It may take time for these processes to be implemented, but aligning with international standards is crucial. It will simplify the path for our exports, which is highly essential for the progress of the industry.

Will this cause problem for local industries?

Protecting the environment is a burning issue today. It is necessary to manufacture goods considering public health. The mandatory implementation of BIS standards will also ensure that many small units who compromise the quality of products will have to align their products according to the standards. Unethical competition in the market will cease, and the environment will remain protected.

Do all products will have to put a BIS mark?

There are many products in plywood that use raw materials which are wastage during the manufacturing process. These waste products are then reused in the manufacturing process to create new types of products. This not only helps in environmental protection but also reduces the cost of producing the original product. Especially in the production of boards and doors, this becomes a challenge. Otherwise, the production cost of the finished product that complies with BIS standards will include the cost of such waste. These products should be categorized separately, and their sales should be regulated by applying different appropriate marks.

When will this system be implemented?

The process has just begun. Time has been given for the preparations required to maintain the quality of goods. It is hoped that the BIS agency and the ministry will also work towards eliminating the difficulties faced by industrialists. Currently, time has been given to ensure that industrialists can operate their suitable laboratories effectively to maintain the quality standards of the products.

The review of the quality standards is also underway; all the existing standards are as old as when products were made from trees that were 25-50 years old, obtained from forests. BIS is in the process of amending standard which should comply the products made from agri-forestry timber.

बीआईएस मानक अनिवार्य किया जाना कितना उचित है?

अनिवार्य बीआईएस मानक से उद्योग में उत्पाद की गुणवत्ता काफी बढ़ जाएगी। जो उद्योगपति गुणवत्ता व तय मानकों पर खरा उतरेगा, वह उद्योग में टिका रह सकता है। इस तरह के मानक तो देर सवेर तय होने ही थे। अमेरिका, यूरोप और दूसरे विकसित देशों ने अपने मानक तय कर रखे हैं। वहां भी पार्टिकल बोर्ड और एमडीएफ बोर्ड को इसमें शामिल किया गया है। इन प्रक्रियाओं को लागु होने में समय तो लगेगा, लेकिन अंतराष्ट्रीय मानकों के बराबर आना बहुत आवश्यक है। तभी हमारे लिए निर्यात का रास्ता सरल होगा, जोकि उद्योग की तरक्की के लिए अति आवश्यक है।

लेकिन इससे स्थानीय उद्योग को परेशानियां बढ़ जाएर्गी?

पर्यावरण की रक्षा आज का ज्वलन्त मुद्रा है। जनता के स्वास्थ्य को ध्यान में रखते हुए उत्पाद बनाए जाने आवश्यक हैं। बीआईएस मानक अनिवार्य रूप से लागू होने का फायदा एक यह भी होगा कि जिस तरह से कई छोटी यूनिटें जो कि उत्पाद की गुणवत्ता को ताक पर रख कर उत्पाद तैयार करते हैं, उन्हें अपना उत्पाद मानक के मुताबिक बनाना ही पडेगा। फिर बाजार से अनैतिक प्रतिस्पर्धा समाप्त हो जाएगी। और पर्यावरण भी सुरक्षित रहेगा।

फिर सभी उत्पाद पर बीआईएस का मार्क लगना जरूरी हो जाएगा?

प्लाईउड में कई उत्पाद ऐसे है, जिनमें हम ऐसे कच्चे माल का उपयोग करते हैं, जो निर्माण प्रक्रिया में बच जाता है। इन उत्पादों को फिर से निर्माण प्रक्रिया में लेकर नये तरह का उत्पाद तैयार कर लिया जाता है। इससे एक तो पर्यावरण की रक्षा होती है और दुसरा मूल उत्पाद के उत्पादन लागत में भी कटौती होती है। खासतौर पर बोर्ड व दरवाजों के निर्माण में इस तरह की दिक्कत रहती है। अन्यथा जो तैयार उत्पाद बीआईएस मानकों पर खरा उतर रहा है, उसकी उत्पादन लागत में इस तरह के वेस्टेज की लागत भी जुड़ जाएगी। इस तरह से उत्पाद की कीमत बढ़ जाएगी। इन उत्पादों का अलग से वर्गीकरण करते हुए उनके विक्रय की व्यवस्था अलग मार्क लगाकर दी जानी चाहिए।

यह व्यवस्था कब से लागु होगी?

अभी इस प्रक्रिया की शुरूआत है। इसके अनुसार माल की गुणवत्ता बनाए रखने की तैयारियों के लिए समय दिया गया है। उम्मीद यह भी है कि उद्योगपतियों को इसमें जो दिक्कत आएगी,इन पर भी बीआईएस एजेंसी व मंत्रालय विचार कर इन्हें दूर करने की दिशा में काम करेगी।

फिलहाल यह समय इसलिए भी दिया गया है ताकि उत्पाद की तय मानक गुणवत्ता बनाए रखने के लिए उद्योगपति उपयुक्त प्रयोगशाला को सुचारू रूप से संचालित कर सकें।

इसके साथ ही गुणवत्ता के मानकों की समीक्षा हो रही है। अभी तक के सारे मानक उस जमाने के है, जब जंगलों से प्राप्त 25-50 साल पुराने पेड़ों से यह उत्पाद तैयार किए जाते थे। प्लाईउड और अन्य पेनल उत्पाद जो आज उपलब्ध कृषि वाणिकी से तैयार हो रहें हैं, उसी अनुरूप मानक बनाने की दिशा में बीआईएस लगा हुआ है।
