Discussion on impact of quality control orders

Several industry bodies and associations on 04th July held a meeting to discuss issues concerning the issuance of draft notification for Quality Control Orders (QCO) for Furniture.

The aim of the meeting was to understand the newly published standards, certification and regulatory compliance obligations and the available quality infrastructure in India. They further delved into the potential restrictions on imports, cost burden on manufacturers and other economic operators and to plan the way forward.

Among industry bodies that participated in the consultation were the Confederation of Indian Industry (CII), Association of Furniture Manufacturers and Traders (AFMT), Retailers Association of India (RAI) and Federation of Indian Micro and Small & Medium Enterprises (FISME).

Government of India has issued QCOs on a number of products across various sectors over the past 2 to 3 years, which make compliance of the products mandatory to Indian Standards published by the Bureau of Indian Standards (BIS) and require the manufacturers to obtain certification licence by the BIS.

The obligation is extended to overseas manufacturers whose products are imported into India. DPIIT has issued draft notifications on products pertaining to wood and furniture industry. While Draft QCOs have been formally notified on the WTO website for Wood based Boards and door fittings, other draft notifications under active consideration are for Plywood, Door shutters and six categories of furniture products of common office and domestic use.

At the consultation, an overview of the draft Furniture Standards was presented by the officials from Bureau of Indian Standards. This was followed by a panel discussion moderated by Anupam Kaul, Strategic Advisor, CII. Among the panellists were Joseph Bernard, Head Sourcing and Quality Assurance, Landmark Group, Hufeza Samplewala, President Association of furniture Manufacturers & Traders, Arun Chellaram, Associate Director Featherlite Ltd., Mohit Bansal, Lead-Public Affairs, IKEA India and Aarati Sharma.

गुणत्ता नियंत्रण आदेशों के प्रभावों पर चर्चा

04 जुलाई को कई उद्योग संगठन और संघ ने एक बैठक आयोजित की जहां फर्नीचर के लिए गुणवत्ता नियंत्रण आदेश (क्यूसीओ) के मसौदे के जारी होने से संबंधित मुद्दों पर चर्चा की गई।

बैठक का उद्देश्य नवीनतम प्रकाशित मानकों, प्रमाणपत्र और विनियामक संपुष्टि की समझ प्राप्त करना और भारत में उपलब्ध गुणवत्ता ढांचे की जांच करना था। उन्होंने आयात पर संभावित प्रतिबंधों, निर्माताओं पर लगने वाले खर्च के बोझ और अन्य आर्थिक संचालकों पर चर्चा की और आगे की योजना बनाने की कोशिश की।

परामर्श के दौरान संगठनों में से हिस्सा लेने वाली उद्योग संघों में कॉन्फेडरेशन ऑफ इंडियन इंडस्ट्री (सीआईआई), फर्नीचर निर्माता और व्यापारियों का संघ (एएफएमटी), रिटेलर्स एसोसिएशन ऑफ इंडिया (आरएआई) और फेडरेशन ऑफ इंडियन माइक्रो और स्मॉल एंड मीडियम एंटरप्राइजेज (फिस्मे) शामिल थे।

भारत सरकार ने विभिन्न क्षेत्रों में पिछले 2 से 3 वर्षों में भारत सरकार ने कई उत्पादों पर QCO (गुणवत्ता नियंत्रण आदेश) जारी किए हैं, जिससे उत्पादों को भारतीय मानकों के अनुपालन को अनिवार्य बनाया जाता है और निर्माताओं को भारतीय मानकों द्वारा प्रकाशित प्रमाणपत्र प्राप्त करने की आवश्यकता होती है।

इस दायित्व को विदेशी निर्माताओं तक भी बढ़ाया गया है जिनके उत्पादों को भारत में आयात किया जाता है। डीपीआईआईटी ने काष्ठ और फर्नीचर उद्योग के उत्पादों पर नवीनतम ड्राफ्ट अधिसूचना जारी की है। काष्ठ आधारित बोर्ड और डोर फिटिंग के लिए ड्राफ्ट क्यूसीओ विश्व व्यापार संगठन की वेबसाइट पर सूचित किए गए हैं, जबकि प्लाईवुड, दरवाजे और सामान्य कार्यालय और घरेलू उपयोग के छह श्रेणियों के फर्नीचर उत्पादों के लिए अन्य ड्राफ्ट अधिसूचनाएं सक्रिय विचार पर हैं।

परामर्श में, भारतीय मानकों के ब्यूरो के अधिकारियों द्वारा भारतीय मानकों से संबंधित फर्नीचर मानकों का एक संक्षेप मंचन प्रस्तुत किया गया। इसके बाद सीआईआई के स्ट्रेटेजिक सलाहकार अनुपम कौल के माध्यम से एक पैनल चर्चा की गई। पैनल के सदस्यों में जोसेफ बर्नार्ड, हेड सोर्सिंग और क्वालिटी एस्योरेंस, लैंडमार्क ग्रुप, हुफेज़ा सैंपलवाला, फर्नीचर निर्माता और व्यापारी संघ का अध्यक्ष, अरुण चेल्लाराम, एसोसिएट डायरेक्टर फेदरलाइट लिमिटेड, मोहित बंसल, लीड पब्लिक अफेयर्स आईकीया इंडिया और आरति शर्मा शामिल थीं।
