Announcement of many subsidies for MSMEs in UP

The Yogi government has decided to alleviate capital problems for the MSME sector by announcing massive subsidies to the unemployed workers due to increased unemployment due to the Corona crisis and lockdown.

To help all types of small, medium and big industries, the State Government will organize a huge loan fair from May 12 to 20. By applying online in this loan fair, any entrepreneur will be able to take a loan. In view of the loan fair, the Chief Minister also called an important meeting of the State Level Bankers Committee (SLBC) today. Announcing to make Uttar Pradesh the new MSME hub of the country, Chief Minister Yogi Adityanath said that small and medium entrepreneurs should come first and set up industries, then in 1000 days, get the No Objection Certificate within the last 100 days. The Chief Minister is also eyeing 90 lakh small and big units of MSME and ODOP sector currently working in Uttar Pradesh. Where the goal is to provide jobs to 90 lakh new people by creating new jobs in each unit. In view of the new economic circumstances, adopting a pragmatic approach, the State Government has set a target of creating at least one additional employment in each unit.
For small and medium industries, except for environmental regulations, the rules have been simplified. New rules have also been prescribed for environmental provisions and no objection certificates.

Now according to the new rules, if everything is correct, then no objection certificate (NOC) will have to be given including the environment within the prescribed limit. The single window system has been made effective for all the small, big entrepreneurs and this process will be monitored at the level of the Chief Minister.

Instructions have been given to the Industrial Development Department to complete the entire process of awarding NOCs to Automode. Entrepreneurs will apply online for all types of NOCs and receive the same. He directed the officials to prepare a detailed action plan to attract entrepreneurs.

In a meeting with Team 11, the Chief Minister said that the target of increasing the per capita income in the last three years should be increased rapidly. He said that in 2016 the per capita income of UP had reached an all-time low.

कोरोना संकट और लाॅकडाउन के कारण बढ़ी बेरोजगारी और बाहर से लौटे लाखों प्रवासी मजदूरों को रोजगार दिलाने के लिए योगी सरकार ने एमएसएमई सेक्टर के लिए बड़े पैमाने पर सहूलियतों का ऐलान करते हुए उनके लिए पूंजी की दिक्कत दूर करने का फैसला किया है।

सभी तरह के छोटे, मझोले व बड़े उद्योगों की सहायता के लिए प्रदेश सरकार 12 से 20 मई तक विशाल लोन मेले का आयोजन करेगी। इस लोन मेले में ऑनलाइन आवेदन कर कोई भी उद्यमी कर्ज ले सकेगा। लोन मेला के मद्देनजर मुख्यमंत्री ने आज स्टेट लेवल बैंकर्स (एसएलबीसी) की महत्वपूर्ण बैठक भी बुलाई। उत्तर प्रदेश को देश का नया एमएसएमई हब बनाने की घोशणा करते हुए मुख्यमंत्री योगी आदित्यनाथ ने कहा कि छोटे व मझोले उद्यमी पहले आएं और उद्योग लगाएं, उसके बाद 1,000 दिनों में आखिर के 100 दिनों के भीतर तयशुदा अनापत्ति प्रमाण पत्र हासिल करें। मुख्यमंत्री की नजर उत्तर प्रदेश में फिलहाल कार्यरत एमएसएमई और औडीऔपी सेक्टर की 90 लाख छोटी बड़ी यूनिट पर भी है। जहां हर यूनिट में नए रोजगार पैदा कर 90 लाख नए लोगों को नौकरी दिलाने का लक्ष्य है। नई आर्थिक परिस्थितियों को देखते हुए व्यावहारिक रवैया अपनाते हुए प्रदेश सरकार ने प्रत्येक यूनिट में कम से कम एक अतिरिक्त रोजगार सृजित करने की लक्ष्य तय किया है।

छोटे व मझोले उद्योगों के लिए पर्यावरण नियमों को छोड़ बाकी नियमों का सरलीकरण किया गया है। पर्यावरण संबंधी प्रावधानों व अनापत्ति प्रमाण पत्र के लिए भी नए नियम निर्धारित किए गए हैं।

अब नए नियमों के मुताबिक अगर सब कुछ सही है तो तय सीमा के भीतर पर्यावरण समेत सभी अनापत्ति प्रमाणपत्र (एनओसी) देनी ही होगी। सभी छोटे, बड़े उद्यमियों के लिए, सिंगल विंडो सिस्टम को प्रभावी कर दिया गया है और इस प्रक्रिया की निगरानी मुख्यमंत्री के स्तर पर की जाएगी।

औद्योगिक विकास विभाग को निर्देश दिए गए हैं कि एनओसी दिए जाने की पूरी प्रक्रिया को ऑटोमोड में पूरा किया जाए। उद्यमी सभी तरह के एनओसी के लिए ऑनलाइन ही आवेदन करेंगे और ऐसे ही प्राप्त करेंगे। उन्होंने अधिकारियों को उद्यमियों को आकर्षित करने के लिए विस्तृत कार्ययोजना तैयार करने के निर्देश दिए।

टीम 11 के साथ बैठक में मुख्यमंत्री ने कहा कि प्रदेश में पिछले तीन वर्षों में तेजी से बढ़ी प्रति व्यक्ति आय को और बढ़ाने का लक्ष्य रखा जाए। उन्होंने कहा कि 2016 में यूपी की प्रति व्यक्ति आय अब तक के निचले स्तर पर पहुंची थी।
