E-Choupal model set by ITC for an upgrade

S Sivakumar, a young manager, came up with a proposal and placed it before then ITC chairman, Y C Deveshwar, to set up e-Choupals, a model that leveraged internet power to empower small and marginal farmers.

Over the past 20 years it has not only become a showcase project and an important part of ITC’s agri-sourcing infrastructure, but also translated into higher incomes for farmers. Depending on who and where, the e-Choupal model has resulted in higher farmer incomes, anywhere between 70 per cent and 300 per cent; for ITC, superior market intelligence for commodity sourcing has resulted in 5 per cent lower costs. But these are the outcomes till 2016.

The model, which has traversed a long road of evolution, right from reorganising agri supply chains to a platform for a reverse flow of goods and services, to the creation of an ecosystem that benefits farmers and rural consumers, is set to get a fillip in its latest, Version 4.0, with technological advancement and the government’s agri reforms.

The e-Choupal 4.0, which primarily uses mobile phones and digital technology, started multiple pilots in 2019. The latest version in the present format focuses on strengthening agricultural entrepreneurship and agri-tech start-ups through agri services aggregator models, thereby empowering the farmers in multi-dimensional ways with modern technology and knowhow, crop advisory, assessing crop stress, weather forecasts, and so on, which is being translated into higher incomes for farmers, said Sivakumar, who is now the group head, agri and IT business, ITC.

Under e-Choupal 4.0, personalising services will be sharpened and driven by data analytics. “It will be a plug and play platform for agri tech start-ups,” explained Sivakumar.

As ITC broadens its reach and scope of operations, the agricultural reforms will give it a leg-up. On the one hand, exemption from the Essential Commodities Act (ECA) will remove the risk from scaling volumes, while additionally, not having to pay mandi cess for directly sourced volumes will improve the financial viability of investment.

आईटीसी के चेयरमैन वाईसी देवेश्वर के समक्ष एक युवा मैनेजर एस शिवकुमार ने ई-चैपाल स्थापित करने के लिए एक प्रस्ताव रखा। यह एक ऐसा माॅडल था जो इंटरनेट की मदद से लघु एवं सीमांत किसानों को सशक्त बनाता है।

पिछले बीस वर्षों के दौरान यह महज दिखावे की परियोजना नहीं रही बल्कि यह आईटीसी के कृषि सोर्सिंग बुनियादी ढांचे का एक महत्त्वपूर्ण हिस्सा रहा है। साथ ही इससे किसानों की आय में उल्लेखनीय वृद्धि हुई है। ई-चैपाल माॅडल के कारण किसानों की आयत में 70 से 300 फीसदी तक की वृद्धि हुई है जबकि आईटीसी के लिए जिंसों की सोर्सिंग लागत में करीब 5 फीसदी की कमी आई है। जबकि ये 2016 तक के नतीजे हैं।

अपने विकास का एक लंबा सफर तय करने वाला माॅडल कृषि आपूर्ति श्रृंखला को एक प्लेटफाॅर्म में बदलकर वस्तुओं एवं सेवाओं की दोतरफा आपूर्ति सुनिश्चित की है। किसानों और ग्रामीण उपभोक्ताओं के फायदे के लिए इसने एक माहौल तैयार किया है।

आईटीसी के समूह प्रमुख (कृषि एवं आईटी कारोबार) शिवकुमार ने कहा कि अपने मौजूदा प्रारूप के ताजा संस्करण के तहत इसने एग्री सर्विसेज एग्रीगेटर माॅडल के जरिये कृषि उद्यमिता और कृशि तकनीकी स्टार्टअप को मजबूत करने पर ध्यान केंद्रित किया है। उन्होंने कहा कि इसके जरिये किसानों को आधुनिक तकनीक एवं जानकारी के जरिये बहुआयामी तरीके से सशक्त बनाने, फसल के बारे में सलाह देने, फसल संबंधी समस्याओं का आकलन करने, मौसम की भविष्यवाणी करने आदि पर ध्यान दिया गया है ताकि किसानों की आय को बेहतर किया जा सके। ई-चैपाल 4.0 के तहत व्यक्तिगत सेवाओं को बेहतर करने और डेटा एनालिटिक्स के जरिये संचालन पर जोर दिया गया है। शिवकुमार ने कहा, ‘कृषि तकनीकी स्टार्टअप के लिए यह एक प्रमुख प्लेटफाॅर्म होगा।’ आईटीसी अपनी पहुँच और परिचालन दायरे में विस्तार कर रही है और इसलिए कृषि संबंधी सुधार उसे एक अलग मुकाम देगा। दूसरी ओर, आवश्यक वस्तु अधिनियम (ईसीए) से छूट मिलने के कारण मात्रात्मक वृद्धि का कोई जोखिम नहीं होगा। इसके अलावा किसानों से सीधे तौर पर सोर्सिंग के लिए मंडी उपकर का भुगतान नहीं कर से निवेश की वित्तीय व्यवहार्यता में सुधार होगा।
