Govt nudges Facebook, WhatsApp, Twitter,
Google again for wider access

Taking a cue from Australia, which passed new decryption laws that allows its security agencies to go through messages on WhatsApp, sources at home ministry said India was planning to make similar changes in the IT Act.

“The changes would include the social media firm tracing the origin of the message. This would mean that they have to let go of end to end encryption, a feature that prevents even the platform from going through any message enhancing privacy of a user. All possible changes in IT Act are being discussed,” an official from the ministry of home affairs said.

Australia, however, is still testing waters with decrypting WhatsApp messages and is facing protests from advocates of privacy.

Targeted tracking of messages has become even more important for the government after the recent attack at Pulwama.

WhatsApp uses end-to-end encryption to ensure that only the sender and the person the message is being sent to can read it. Nobody in between, not even WhatsApp, can see or track it.

But now, the home affairs ministry and the IT ministry are planning to have a series of discussions with representatives from Facebook, WhatsApp, Twitter, and Google on issues around national security and the problem of fake news. Asking for decryption keys from WhatsApp to track conversations on the chat app is also part of the agenda, sources said.

“The government is planning to restart discussions around getting access to information on chat apps such as WhatsApp. The government wants them to either give decryption keys or access to specific information about certain chat accounts. WhatApp has for long tried avoiding giving into government’s demand,” the official said. This move would affect other platforms such as Google as well.

File complaint with Dot against offensive WhatsApp messages

People can now file a complaint with the Department of Telecom (Dot) against offensive messages received on WhatsApp, an official said.

The move comes following many public figures, including journalists, complaining of receiving abusive and threatening messages. The DoT, in an order on February 10, had said that licence condition bar carriage of objectionable, obscence or unauthorized content in any form on the network. The order asked all telecom service providers to take immediate action against their customers for sending such messages as it is also a violation of customer declaration in the customer application form.

The recent round of discussions between Parliamentary Committee on IT and social media companies is expected to address issues of fake news, automated accounts spreading misinformation and the issue of political bias of algorithms.

WhatsApp has in the past refused to open up encryption for traceability. Twitter has been facing flak for blocking accounts leaning towards a more right-wing idealogy.

A senior cyber security executive, who did not wish to be named, said inability to access data on Apple devices was also a concern. The other issue was not being able analyse the deluge of information available to the government.

“We do not have enough technology to exploit info coming to us,” he said.

In the past few weeks, Facebook and Twitter have taken steps to increase transparency of political ads hosted on their respective platforms.

The government has previously tried to mandate companies to have lower level of encryption or break it altogether. The ministry of electronics and IT had put out an encryption policy draft in 2016 that met with much opposition and had to be withdrawn within two days.

सोशल मीडिया पर लगेगी लगाम

पुलवामा में भीषण आंतकी हमले के बाद सरकार सोशल मीडिया पर भेजे जाने वाले संदेशों पर नजर रखने के लिए कड़े उपाय करने की योजना बना रही है। इनमें इन संदेशों के मूल का पता लगाना भी शामिल है। सूत्रों के मुताबिक सरकार व्हाट्सऐप पर फैलने वाले संदेशों पर नजर रखने क लिए ऑस्ट्रेलिया में बनाए गए नए नियमों के तहत सुरक्षा एजेंसियां व्हाट्सऐप के संदेशों को खंगाल सकती हैं। भारत में इस चैट मैसेंजर को खंगाल सकती है। भारत में इस चैट मैसेंजर के 20 करोड़ से अधिक सक्रिय यूजर हैं।

व्हाट्सऐप एंड टु एंड एनक्रिप्शन का इस्तेमाल करता है। इसके तहत एनक्रिप्शन का इस्तेमाल करता है। इसके तहत संदेश भेजने वाला और पाने वाला व्यक्ति ही इसे पढ़ सकता है। इसके अलावा कोई तीसरा व्यक्ति इसे नहीं देख सकता है। यहां तक कि व्हाट्सऐप को भी इसकी अनुमति नहीं है।

राष्ट्रीय सुरक्षा और फर्जी खबरों की समस्या से निपटने के लिए गृह मंत्रालय ने फेसबुक, व्हाट्सऐप, ट्विटर और गूगल के प्रतिनिधियों के साथ चर्चा करने की योजना बनाई है। सूत्रों के मुताबिक व्हाट्सऐप पर होने वाली बातचीत का पता लगाने के डिक्रिप्शन कुंजी मांगी जा सकती है।

गृह मंत्रालय के एक अधिकारी ने कहा, ‘सरकार व्हाट्सऐप जैसे चैट ऐप से जानकारी हासिल करने के लिए फिर से चर्चा शुरू करने की योजना बना रही है। सरकार चाहती है कि ये कंपनी डिक्रिप्शन कुंजी दें या किसी खास अकाउंट के बारे में विशेष सूचना तक पहुंच की अनुमति दें। व्हाट्सऐप लंबे समय से सरकार की मांग को नजरअंदाज कर रही है।’ इस कदम से गूगल जैसे अन्य प्लेटफाॅर्म भी प्रभावित होंगे।

आॅस्ट्रेलिया व्हाट्सऐप के संदेशों को डिक्रिप्ट करने के लिए अभी हवा का रूख भांप रहा है क्योंकि उसे निजता के अधिकारों के लिए काम करने वाले कार्यकर्ताओं के विरोध का सामना करना पड़ रहा है। इधर गृह मंत्रालय के सूत्रों का कहना है कि सरकार ऑस्ट्रेलिया की तर्ज पर आईटी कानून में बदलाव करने की योजना बना रही है। एक अधिकारी ने बताया कि इन बदलावों में सोशल मीडिया कंपनी के संदेश के मूल का पता लगाना भी शामिल है। इसका मतलब है कि उन्हें एंड टु एंड एनक्रिप्शन तक पहुंच की अनुमति देनी होगी। अधिकारी ने कहा कि आईटी कानून में सभी संभावित बदलावों पर चर्चा की जा रही है।

व्हाट्सऐप ने अब तक एनक्रिप्शन खोलने से इनकार किया है। ट्विटर ने दक्षिणपंथी विचारधारा से ताल्लुक रखने वाले कुछ लोगों के अकाउंट बंद किए हैं जिसके कारण उसे आलोचना झेलनी पड़ रही है। साइबर सुरक्षा उद्योग के एक वरिश्ठ अधिकारी ने कहा कि ऐपल उपकरणों में डेटा तक पहुंच नहीं होने पर भी सरकार में शीर्ष स्तर पर चिंता है। एक मुद्दा यह भी है कि सरकार के पास जो जानकारी उपलब्ध है उसका विश्लेषण नहीं हो पा रहा है। उन्होंने कहा, ‘हमारे पास जो जानकारी आ रही है उसका विश्लेषण करने के लिए प्रौद्योगिकी नहीं है।’
