Lockdown extension would only drag the economy down

Mr. Rajesh Maskara is the director of Sri Balajee Industry who is the pioneers of “Kathputli” plywood. Kathputli ply is a premium grade plywood and manufactured with utmost care to fulfull the requirement of an architect who need nothing less than the best.

You have expressed concerns over the impact of the lockdown. How should it be lifted?

The central government is very careful at keep the pandemic at bay and it is their priority. An additional two weeks of lockdown will definitely create some more problems but a gradual opening of the economy will help. Nothing has moved in the last one and a half months, which is usually the busy period before the monsoon. A real thrust is required on economic activity.

Areas that have more Covid-19 cases can be locked down or stricter controls put in place. Rest of the areas should be allowed to function normally. There is enough awareness now; people will take care of themselves.

Should normal activity resume in areas except red zones?

We should do what Germany, Sweden, West Asia, and other places are doing. They are bringing things back to normal. What is important is to bring the economy back on track, otherwise the damage will be greater.

Is there a need for more clarity on guidelines and better coordination with states?

The Centre’s role was to bring about awareness. Now, green and orange zones can be opened up with conditions like social distancing and other protocols. Rest should be left to the states to monitor. After all, they are losing heavily on revenues. The most essential thing is to make the economy run.

When do you see demand recovery?

Unless the government steps up measures, it may take 4-5 months. In my opinion, we will see a significant dip in GDP growth, probably 3-5 per cent negative.

लाॅकडाउन में किस तरह से नरमी लाई जानी चाहिए?

सरकार कोविड.19 के बारे में लोगों को जागरूक करने और इस महामारी को नियंत्रित करने में काफी हद तक सफल रही है। लेकिन अब लाॅकडाउन को बढ़ाने से कोई मकसद पूरा होता नहीं दिख रहा है और इसके बजाय अर्थव्यवस्था पर मंदी गहरा रही है। पिछले डेढ़ महीने का समय माॅनसून से पहले की चरम व्यस्ताा वाला होता है, लेकिन इस अवधि में कारोबार थम गया है। अब मुख्य जोर आर्थिक गतिविधि पर रहना चाहिए। कोरोना का ज्यादा मामले वाले इलाकों में लाॅकडाउन बना रह सकता है वहां ज्यादा सख्ती रह सकती है। शेष क्षेत्रों में कामकाज सामान्य बनाए जाने की अनुमति दी जानी चाहिए। लोग अब अपनी सुरक्षा का ध्यान रखने पर जोर देंगे।

क्या रेड जोन को छोड़कर अन्य क्षेत्रों में सामान्य गतिविधि पुनः शुरू की जानी चाहिए?

मेरा मानना है कि हमें वही करना चाहिए जो जर्मनी, स्वीडन, पश्चिम एशिया समेत दुनिया के अन्य देशों में किया जा रहा है। ये सभी क्षेत्र स्थिति सामान्य बनाने की कोशिश कर रहे हैं, वहां कम कर्मचारियों के साथ कार्यालयों में काम चल रहा है, औ कम लोगों के साथ कारखानों में भी परिचालन हो रहा है। हम भी यही माॅडल अपना सकते हैं। अर्थव्यवस्था को पुनः पटरी पर लाना जरूरी है, अन्यथा कोविड.19 की तुलना में नुकसान ज्यादा होगा।

क्या राज्यों के साथ दिशा-निर्देशों और समन्वयन के संदर्भ में और ज्यादा स्पष्टता लाए जाने की जरूरत है?

केंद्र का काम लोगों के बीच जागरूकता पैदा करना था, जिसमें वह सफल रहा है। अब ग्रीन और ऑरेंज जोन को सोशल डिस्टेंसिंग और अन्य शर्तों के साथ खोला जा सकता है। अन्य को राज्यों द्वारा निगरानी की स्थिति में खोला जाना चाहिए और राज्यों को इसका निर्णय लेने की अनुमति दी जानी चाहिए। इस सबके बाद भी उन्हें राजस्व नुकसान का सामना करना पड़ रहा है। अर्थव्यवस्था को मजबूत बनाना भी बेहद जरूरी है।

आपको मांग में सुधार कब तक दिखने की संभावना है?

जब तक सरकार वाकई सक्रिय कदम नहीं उठाती, मांग सुधरने में 4.5 महीने लग सकते हैं। मेरी राय में, हम जीडीपी वृद्धि में बड़ी कमजोरी देख सकते हैं।
