Oppn-ruled states oppose Electricity Bill changes, fear increase in rates

Several states, mostly non-BJP ruled ones, clamoured against the new proposed amendments to the Electricity Act, 2003, during the State Power Ministers’ Conference.

The meet, held via video conference between power ministers/departments of states and the Union ministry of power, saw Bihar, Rajasthan, West Bengal, Odisha and Kerala protesting against the amendments, said sources.

The Centre, in April, unveiled draft amendments to the Electricity Bill, 2003 and asked the states to submit their comments. Major amendments include an end to subsidised power, replacing it with ‘direct benefit transfer’ of subsidy, reduction of cross-subsidy burden on industrial consumers, new contract enforcement authority and new selection process for existing state electricity regulatory commissions (SERCs).

There were several states which condemned the move to end subsidised power. The provision of power tariff determination has been revised in the Bill and it asks all SERCs “to determine tariff for retail sale of electricity without any subsidy under Section 65 of the Act.” It proposes to give subsidy directly to the consumer.

States opposed this on the ground that it would be difficult to enforce DBT in electricity, sources said.

One of the proposals of the draft Bill is to open power distribution to the private sector. The Centre has also urged states to join hands with private power distributors, on franchisee basis, to improve their revenues.

विभिन्न राज्यों विशेष तौर पर गैर-भाजपा शासित राज्यों में आज राज्यों के ऊर्जा मंत्रियों के सम्मेलन में विद्युत अधिनियम, 2003 में प्रस्तावित संशोधनों का जोरदार विरोध किया।

यह बैठक वीडियो कॉन्फ्रेंस के जरिये आयोजित की गई थी, जिसमें सभी राज्यों के विद्युत मंत्रालय/विभाग का केंद्रीय ऊर्जा मंत्रालय के प्रतिनिधि शामिल थे। सूत्रों का कहना है कि बिहार, राजस्थान, पश्चिम बंगाल, ओडिशा और केरल संशोधनों का विरोध कर रहे हैं।

केंद्र ने अप्रैल में विद्युत अधिनियम, 2003 में संशोधन के मसौदे को पेश किया था और राज्यों से इस पर अपनी टिप्पणी देने के लिए कहा है। बड़े संशोधनों में सब्सिडी वाली बिजली दरों को समाप्त कर उसकी जगह सब्सिडी को प्रत्यक्ष लाभी अंतरण से भेजना, औद्योगिक उपभोक्ताओं पर क्राॅस सब्सिडी का बोझ घटाना, नए अनुबंध प्रवर्तन प्राधिकरण की स्थापना और मौजूदा राज्य विद्युत नियामक आयोगों (एसईआरसी) के लिए नई चयन प्रक्रिया शामिल है।

सब्सिडी युक्त बिजली दरों को समाप्त करने कदम की कई अन्य राज्यों ने भी निंदा की। विधेयक में विद्युत टैरिफ के निर्धारण के प्रावधान को संशोधित किया गया है और इसने सभी राज्य विद्युत नियामक आयोगों (एसईआरसी) से कहा कि वे अधिनियम की धारा 65 के तहत बिना किसी सब्सिडी के बिजली की खुदरा बिक्री के लिए शुल्क का निर्धारण करें। इसमें सीधे उपभोक्ता को सब्सिडी देने का प्रस्ताव है।

सूत्रों ने कहा कि राज्यों ने इसका इस आधार पर विरोध किया है कि बिजली में डीबीटी को लागू करना मुश्किल होगा।

मसौदा विधेयक के प्रस्तावों में से एक है निजी क्षेत्र के लिए विद्युत वितरण का दरवाजा खोलना। केंद्र ने राज्यों से यह भी अपील की है कि वे अपने राजस्व में सुधार लाने के लिए फ्रैंचाइजी के आधार निजी क्षेत्र के बिजली वितरकों से हाथ मिलाएं।
