Vendors Muddle: Manufacturers Suffer

Six out of total 14 samples of urea drawn from Yamuna Nagar last month have been declared as Non Technical. Disturbing fact is that Technical Grade Urea was written clearly in the bags from which those samples were drawn. Industrialists are concerned of the outcome despite their genuinty.

As the industrialist has bought the Technical Urea Grade, now if the seller fraudulently deceive, then this action should be against the sellers and not against the purchaser factory.

Seller’s responsibility should be fixed

Industrialists have bought Technical Grade Urea genuinely by paying GST.  The investigation team should see from where did the urea was purchase do? Action should be taken against the vendor who sold the Technical Urea, because the fraud if any has happened at his level. He should prove that he has sold technical grade urea. There is no way for the industrialist to ascertain whether the urea being provided to him is technical or for agricultural purpose.

Possible Actions

The government should prepare a data of urea vendors from the industrialists. These suppliers should be checked whether they are selling technical grade urea or not. Industrialist will buy urea from the government certified vendors.

Precaution should be taken by the industrialist

Because the name of the manufacturing company is not printed on the bags of imported urea. If a copy of the bill of import is obtained from the importer in respect of which they have sold this technical grade urea, then the scope of fraud may be reduced.

However, the urea that is produced in the country bears the name of the company etc. But this urea is 10 to 15 percent costlier. Now the only option is left to buy urea of ​​indigenous companies to avoid the government’s action and the misleading trap of genuine and fake.

यमुनानगर में पिछले दिनों 14 प्लाईवुड फैक्ट्रियों से यूरिया के जो सैंपल लिए गए थे, इसमें से 6 सैंपल फेल आए है। चौंकाने वाली बात तो यह है कि जिन बैग से यह सैंपल लिए गए,उनमें टेक्निकल ग्रेड यूरिया लिखा हुआ था। इसके बाद भी सैंपल का फेल आना, निश्चित ही उद्योगपतियों के लिए चिंता का विषय है।

क्योंकि इंडस्ट्रियलिस्ट ने तो टेक्निकल ग्रेड यूरिया ही खरीदा है, अब यदि विक्रेता ही गड़बड़ी करे तो उसकी कार्यवाही तो विक्रेताओं के खिलाफ होनी चाहिए,ना कि फेक्ट्री के उपर।

विक्रेता की जिम्मेदारी तय होनी चाहिए

उद्योगपतियों ने बाकायदा जी एस टी दे कर टेक्निकल ग्रेड युरिया खरीदा है। होना तो यह चाहिए कि जांच टीम यह देखे कि यूरिया खरीदा कहां से गया? जिसने बिक्री की उसके खिलाफ कार्यवाही हो, क्योंकि गड़बड़ी उसके स्तर पर हुई है। उसे ही यह साबित करना चाहिए कि उसने टेक्निकल ग्रेड यूरिया की बिक्री की है। इंडस्ट्री संचालक के पास ऐसा कोई जरिया नहीं है, जिससे वह यह सुनिश्चित कर सके कि उसे उपलब्ध कराया जा रहा यूरिया टेक्निकल है या कृषि में काम आने वाली।
संभावित कार्यवाही

इसके लिए सरकार को चाहिए कि वह इंडस्ट्री संचालकों से यूरिया विक्रेताओं की एक लिस्ट लें। इस लिस्ट में से उनकी जांच होनी चाहिए कि वह टेक्निकल ग्रेड यूरिया बेच रहे हैं या फिर कृषि में उपयोग होने वाला। सरकार जिसे सर्टिफाइड करें, वहां से यूनिट संचालक यूरिया खरीद लेंगे।

उद्योगपतियों द्वारा भी रखी जानी चाहिए

क्योंकि आयातित यूरिया के बैग पर बनाने वाली कंपनी का नाम नहीं होता। अगर आयातक से आयात के बिल की प्रतिलिपि ले ली जाए, जिसके बाबत उन्होंने यह टेक्निकल ग्रेड युरिया बेचा है, तो शायद छल कपट करने की गुंजाइश कम हो जाती है।

हालांकि, देश में जो यूरिया उत्पादित होता है, इस पर कंपनी का नाम आदि होता है और उसमें गड़बड़ी की संभावना भी नहीं रहती है। लेकिन यह यूरिया दस से 15 प्रतिशत महंगा पड़ता है। अब सरकार की कार्यवाही और असली नकली के जाल से बचने के लिए देशी कंपनियों का यूरिया खरीदना ही एक मात्र विकल्प हो सकता है।
