Finance Minister Nirmala Sitharaman sought Parliament’s approval for an additional expenditure of ₹41,455 crore for the ongoing financial year 2026. Of this, ₹28,000 crore is allocated for fertilizer and petroleum subsidies.

India’s expenditure on fertilizer subsidies (both urea and non-urea) in the first half of FY2026 has already exceeded last year’s levels, as the country has imported large quantities of urea, DAP, and NPKS.

While ₹89,460.65 crore was spent on imports in the first half of FY2025, the expenditure has already reached ₹1.07 lakh crore in FY2026.

The budget estimate for urea and non-urea fertilizer subsidies for FY2026 was around ₹1.68 lakh crore.

Experts say that the prices of urea, ready-made DAP, and even NPKS are higher internationally compared to last year. In such a scenario, the total fertilizer subsidy could exceed ₹1.9 lakh crore.

It has provoked the Govt to Curb black marketing of urea and other Fertilizers.
