JK Bihani: BIS is giving more emphasis on drawing samples rather than its own preparations
QCO will be implemented from February. Right now BIS is logging behind on preparations BIS is giving more emphasis on drawing samples of existing license from the market. Many samples continuously. Due to this people are scared. BIS should use its strength in creating awareness about QCO. It will be good for everyone.
Many of our own dealers are cheating us. He buys one truck from us but is selling many trucks of our brand. We complained about it. Gave his name and photo also. BIS also accepted the complaint. Even after this no action was taken. But samples are being taken continuously from industrialists.
Industrialists should be given some relief at this moment. This kind of haste at the junk of implementing QCO is not good. This should be considered by BIS. Dr. Pandey and Dr. MP Singh are requested to draw the attention of BIS towards this menace. Once everyone comes under the purview of the license, everything will be fine. Everyone should be given some relief and comfort.
The draft of standards for IS: 303 has also been prepared. This will be implemented in February. E1 and E2 standards have been set in it. The amount of formaldehyde that has been kept is also fine. E1 is less than 8 mg per 100 grams and E2 is from 8 mg to 30 mg. This can also be achieved. Plywood will definitely achieve these parameters.
MoR has been reduced by 15% in along the grain, whereas it has been extended in across the grain. The life cycle of wood is juvenile in nature. Therefore, it is not right to increase MoR. Wherever it has been reduced is fine.

We are bringing changes in it. We will give a longer range in it. So that any manufacturer can make a product in whatever range he wants. All types of products can be covered in it.

Lengthy timber is not available for block board. It is becoming difficult to meet the MOR standard.

Please provide data for it. So that a specific category can be decided. We have also asked for data from BIS laboratory.

This is ok. Because more certified data than BIS cannot be obtained from anywhere else.

You must put your point to BIS. Raise this point in writing before them that how the drawing of samples is creating havoc. There is tension among the industrialists regarding it. Whatever you write, give us a copy of it too. You have to address DG for it.
Inderjeet Sohel: Industries of Punjab Haryana have to be saved
Lot of problem in operating the unit. There is shortage of wood. BIS is strict with us. But the imported goods are being sold openly. Therefore BIS standards in QCO should be implemented as soon as possible.
Because only after implementation of QCO, it will be possible to ban low quality goods from outside. There is also a problem with the sampling process. At present, the plywood industry of Punjab and Haryana is going through a difficult phase. There is a need to overcome this situation.

Makhan Gattani: 4-5 samples are being collected in three months
We are a licensee of BIS, but we are also afraid whether we will be able to stay in BIS or not. Because whoever is a BIS licensee, 4-5 samples are being collected every three months. We have 3-4-5 licenses, so today one sample is being collected, tomorrow another sample is being collected. Our entire team is busy in this process.
Regarding parameters, the values of samples from 10 or 20 nearby units should be finalized.
A big problem is that after drawing a sample, again a letter is received that a person is visiting again, and deposit 7 thousand rupees more. That person will come for half an hour. He will collect the sample. This is increasing our financial burden.
We have a shortage of trained people. That’s why we have to work with semi-skilled workers.
How to increase the range of MoR & MoE? The range that is coming in the wood that we have is the actual range.
Dr. CN Pandey: We will create many categories in IS: 303 plywood. But the problem in this is how will the consumers know the exact category. If we procure license of our product in low quality, but the consumer does not know that there are so many categories. Therefore, the effort to make a better quality product can be hampered.

The IS: 303 category is a very broad category. We are trying to define the character of plywood in this. So that a standard can amalgamated for all the products made in different clusters in the same category.
When we talk about packing grade, it is opposed. Similarly, if we try to make different standards in different categories, it is also opposed. Therefore, we decided that, it should be defined in the standard itself that this product has been prepared for this particular use.

We are making high quality ply of IS: 303, but those who are making low quality ply in this category, will they write on it that it is for furniture use.
Dr. MP Singh
It will be classified. The manufacturers who want to write this can do so. If everyone agrees to this, then we can make a provision for it.
Dr. Pandey
This was a suggestion from the industry. When we studied the standards of many countries including European countries, we found that it is written there on the product that which particular category this product belongs to. This educates the buyer where to use the product.
That is why we have tried to prepare Indian standards according to international standards.
Sonu Agarwal: There should be one policy for drawing samples from domestic and foreign industries
The problem faced by MSMEs is that if they take a license, the process of drawing samples becomes faster. One policy should be made for drawing samples from local and foreign industries. It should be fixed when and how many samples will be taken.
We are talking about new licenses, only thirty industrialists have applied for licenses in three months. Whose licenses have expired can be issued licenses as early as possible.

More than half of the industrialists will come under the purview of licenses, if it can be done. Because BIS have their details, information can also be obtained from it as to why they cancelled their licenses.
QCO should also be strictly implemented. Because if there is a little pressure, everyone will go for a license. For this, BIS will have to increase its capacity.
To facilitate the process, we can also suggest the GST officials to check BIS papers. When they check GST documents on road.

The association should make industrialists aware that they should apply for the license. Because the government and BIS can say that we have notified it, now if any one is not applying for the license then what can the department do.
Now we should stop saying that most of the industries are without license. This perception has to be changed. Because if this perception remains longer then there is a chance of post ponement of implementing QCO again.

What facility has the government provided. BIS has not taken any such step which can motivate industrialists. If an MSME with an investment of ten crore rupees spends one and a half lakh rupees every year then there will be some hesitation. How can one bear so much expense of testing of samples. There should be some facility or exemption for this.
Dr. MP Singh
We can have a meeting with BIS. But BIS can say that if you want to run your industry then take a license, if you don’t want to run it then don’t. BIS has many industries in their folder.
The standards of their samples have to be followed. Because other industries are not demanding such concessions. Therefore, the wood industry will hardly get any such exemption.

Makhan Gattani
The bill for one of our samples test was Rs 25,000. Therefore, it should be reduced. Such rate of a flush door testing is very high.
Naval Kedia: Industrialists should get some relief
As per my view, I think, the time limit for implementing QCO may be extended further.
BIS people should also be included in such discussions. So that they know what problems the industrialists are facing.
It should be emphasized that whoever takes the license, should also follow the standards. It should not happen that any who have taken license and don’t follow the standards or allowed to suspend the license.
Awareness among industrialists should be made. Because unless the industrialist himself is aware, how will he explain to the consumers.
Perhaps there is no need to create more categories.
