The narrative preferred by many if not most economic commentators is that the Modi government has not done well by the economy. The near- consensus is that the promises Prime Minister Narendra Modi made during the 2014 election campaign have not been delivered, and the prospects for the immediate future are not bright. Certainly, there is no gainsaying that the government has bungled with key economic initiatives, regressed to protectionism, and done poorly on the jobs and trade fronts.

Before going further, it is worth noting the socio-economic changes that Mr. Modi has wrought: Dramatic improvements in access to financial services, clean cooking fuel, toilets, electricity, digital transactions, and now free medical insurance, not to mention cash handouts for farmers. In addition, as Ms Sitharaman mentioned, macro-economic balances are comfortable, including on core inflation. Her reference to the fiscal challenge fell short of an explanation and therefore offered no answer. Still, the transport infrastructure has improved, as has the digital one. There is striking growth in data consumption, and improved access to higher education. In another few years the metrics on all of the above should improve further. Many lives are being transformed.

Mr. Modi’s critics often fail to acknowledge these changes and their importance. This may well be because the failure are both manifest and urgent: the worsening picture on employment, the loss of momentum in consumption, its downstream impact on investment, the stagnation in exports, legislative inaction on key aspects of policy reform, the many challenges confronting farmers, and much else. To that list you could add the fear factor and institutional erosion.

Mr Modi and his cabinet colleagues need to get over their hostility to any and all criticism on such issues, and frontally address the jobs problem because it is central to tacking the growing inequality and uneven sharing of the benefits of growth. More needs to be done on more fronts, and sometimes differently, than is now the case. If that effort is mounted and growth revives, the Modi government’s economic record could still shine.

अधिकांश नहीं तो भी कई आर्थिक टीकाकरों का यही कहना है कि मोदी सरकार ने अर्थव्यवस्था के साथ बेहतर नहीं किया। इस बात पर लगभग सहमति है कि नरेंद्र मोदी ने 2014 के चुनाव प्रचार के दौरान जो वादे किए थे वे पूरे नहीं हुए और निकट भविष्य में भी संभावनाएं कुछ अच्छी नहीं नजर आ रहीं। इससे इनकार नहीं कि सरकार ने कई प्रमुख आर्थिक पहलों में गोलमाल किया, संरक्षणवाद को अपनाया और रोजगार तथा व्यापार के मोर्चे पर भी उसका प्रदर्शन कमजोर रहा।

यह बात ध्यान देने लायक है कि मोदी ने कौन से सामाजिक आर्थिक बदलाव गढ़े हैंः वित्तीय सेवाओं तक पहुँच में नाटकीय सुधार हुआ है, खाना पकाने के लिए स्वच्र्छ इंधन की व्यवस्था, शौचालय, बिजली, डिजिटल लेनदेन और अब निःशुल्क चिकित्सा बीमा, किसानों को नकद हस्तांतरण आदि। इसके अतिरिक्त जैसा कि सीतारमण ने कहा कि मूल मुद्रास्फीति समेत वृहद आर्थिक संतुलन सहज है। राजकोषीय चुनौती पर जरूर वह बातें स्पष्ट नहीं कर पाईं और उससे जुड़े प्रश्न अनुत्तरित रह गए। इसके बावजूद परिवहन बुनियादी ढांचे में सुधार हुआ है, यह बात डिजिटल ढांचे के बारे में भी कही जा सकती है। डेटा खपत में जबरदस्त वृद्धि हुई है और उच्च शिक्षा तक लोगों की पहुंच बढ़ी है। अगले कुछ वर्षों में उपरोक्त तमाम आंकड़ों में और सुधार आएगा। इस प्रकार तमाम लोगों का जीवन बदल रहा है।

मोदी के आलोचक अक्सर इन बदलावों और इनके महत्त्व को स्वीकार करने में चूक जाते हैं। हो सकता है सरकार की नाकामियों अधिक स्पष्ट और मानीखेज हैंः रोजगार के मोर्चे पर खराब होती स्थिति, खपत कमजोर होना, निवेश पर नकारात्मक असर, निर्यात में ठहराव, कई अहम नीतिगत सुधारों को लेकर विधायी निश्क्रियता, किसानों के समक्ष तमाम चुनौतियां आदि इसके उदाहरण हैं। भय और संस्थागत क्षति को इसमें जोड़ा जा सकता है।

मोदी और उनके कैबिनेट सहयोगियों को तमाम मसलों पर अपनी आलोचना को सहजता से लेना होगा और रोजगार की समस्या को हल करना होगा। क्योंकि बढ़ती असमानता और वृद्धि के लाभ के असमान से निपटने में यह अहम है। अभी कई मोर्चों पर काफी कुछ किया जाना चाहिए। इसके लिए अलग तरीके अपनाने होंगे । यदि ये प्रयास बढ़े और वृद्धि में सुधार हुआ तो मोदी सरकार का आर्थिक रिकाॅर्ड अभी भी चमक सकता है।
