Budget 2020: FM proposes hike in Customs duties,
outlines road map for more

Addressing multiple objectives for supporting domestic industry, curbing non-essential imports, and raising revenue, Finance Minister Nirmala Sitharaman in the Budget announced Customs duty hike on a range of items, including toys, furniture, electronic goods, and footwear. Besides, health cess was introduced on medical equipment to create the infrastructure for health services.

It also proposed changes in Customs law to empower the government to prohibit imports of goods that harm the economy. Earlier this prohibition was limited to imports of gold and silver.

“Our policy of Make in India has started giving dividends. India is now making world-class goods and exporting such products. Customs duty is being reduced on certain inputs and raw materials while it is being revised upward on certain goods which are being made domestically,” said Sitharaman.

The government will trim Customs duty exemptions by September (2020-21), besides reviewing Customs law and procedures in line with ease of doing business.

“Exemptions from Customs duty have been given in public interest from time to time. However, a number of these have outlived their utility or have become outdated. On review, certain such exemptions are being withdrawn. Remaining custom duty exemptions shall be comprehensively reviewed by September, 2020 for taking a view on their relevance,” said Sitharaman.

घरेलू उद्योग को समर्थन देने, गैर-जरूरी आयातों में कमी लाने और राजस्व बढ़ाने के लिए वित्त मंत्री निर्मला सीतारमण ने अपने बजट भाषण में खिलौनों, फर्नीचर, इलेक्ट्राॅनिक सामानों और फुटवियर सहित विभिन्न उत्पादों पर सीमा शुल्क में इजाफा करने की घोषणा की। इसके अलावा चिकित्सा उपकरणों पर एक स्वास्थ्य उपकर की भी घोषणा की गई जिससे स्वास्थ्य सेवाओं के लिए बुनियादी ढांचा तैयार किया जाएगा।

आयात शुल्क नियम में भी बदलाव करने का प्रस्ताव दिया गया है जिससे सरकार को किसी भी सामान के अनियंत्रित आयात पर रोक लगाने के लिए सशक्त बनाएगी। अनियंत्रित आयात से देश की अर्थव्यवस्था को चोट पहुंचती है। इससे पहले यह निषेध सोना और चांदी के आयात तक सीमित था।

सीतारमण ने कहा, ‘ मेक इन इंडिया की हमारी नीति का लाभ मिलना शुरू हो चुका है। भारत अब विश्वस्तरीय सामानों का निर्माण कर रहा है और ऐसे सामानों का निर्यात कर रहा है। इस उद्देश्य से कुछ उत्पादों और कच्चे मालों पर सीमा शुल्क मंे कमी की जा रही है जबकि घरेलू स्तर पर बनने वाले कुछ सामानों पर इसे संशोधित कर बढ़ाया जा रहा है।

निर्मला सीतारमण ने कहा, ‘समय समय पर सार्वजनिक हित को ध्यान में रखते हुए सीमा शुल्कों से छूट दी जाती रही है। हालांकि, इनमें से बहुत से शुल्कों की उपयोगिता समाप्त हो चुकी है या फिर ये पुराने हो चुके हैं। समीक्षा करने के बाद इनमें से कुछ छूटों को वापस लिया जा रहा है। बचे हुए सीमा शुल्क छूटों का सिंतबर, 2020 में व्यापक स्तर पर समीक्षा की जाएगी और उनकी प्रासंगिकता पर विचार किया जाएगा।’ उन्होंने इन समीक्षाओं के लिए लोगों से सुझाव मांगे।
