Merger of IPIRTI with IWST

1. With reference to MoEF&CC Order No.F.No. 16-1/2022-RT dated 22nd October 2022, Indian Plywood Industries Research and Training Institute (IPIRTI), Bengaluru has been merged with Institute of Wood Science and Technology (IWST), Benguluru. The erstwhile IPIRTI was an autonomous body of ministry of Environment, Forests & Climate Change (MoEF&CC), Govt. of India and the IPIRTI Society was registered under Karnataka Registration Act 1960 and the same has been dissolved as per Para 3 of the aforementioned merger order.

2. As per Rule 4 (1) (i) of the Memorandum of Association and Rule & Regulations of the IPIRTI under Members of the Society, there was a provision for industries to become IPIRTI Society’s Member through contribution.

3. In the 57th Annual General Meeting (AGM) of IPIRTI Society, it was decided to merge IPIRTI with IWST under ICFRE with dissolution of IPIRTI Society with the consent of all the members including industrial members. In this meeting, it was proposed that all the members of the IPIRTI Society can be a part of the Advisory Board of the merged Institutes.

In view of the directions given in the 57th AGM of erstwhile IPIRTI, the Director General, Indian Council of Forestry Research and Education, Dehradun is pleased to constitute a an advisory committee with the name”ICFRE-Wood Industries Committee of India (ICFRE-WINCOIN)” for extending its membership to the industries for continuation of the platform for the wood-based industries to contribute in the Research & development required for wood-based industries in the country.

4. The scope of “ICFRE-WINCOIN” may be as follows:

a) To bring together all the wood-based industries (e.g. solidwood, furniture, handicrafts, etc.) and allied industries associated with wood products, in the proposed committee,
b) The ICFRE-WINCOIN shall meet annually to invite suggestions of the industries and to take up the issues for their commensurate solutions.
c) The membership fee structure is proposed to be kept same as it was for erstwhile IPIRTI Society Membership. However, it can be reviewed once in every two years.

5. Proposed benefits for industrial members of “ICFRE-WINCOIN”:

a) Technical support services related to processing and production of wood & wood-based products.
b) Provide solutions to common problems of the industries and their needs through regional workshops/meetings.
c) Arranging Training and Education for the candidates sponsored by the industries through regular short term vocational courses as well as specially conducted courses as per the request of sponsors.

d) Preferences in providing well educated and trained production workforce to the wood & wood based industries.
e) Focus will be given to problems and needs of the industries in R&D projects.
f) Undertaking sponsored projects given by the industry for their process and product development.
g) Enlighten the members as well as non-members for the wood and wood based Industries regarding the significant achievements and other important event conducted in the Institute.
h) Formulation of specifications for the new products developed by the industry and issue of draft amendments to existing standards.
I) Undertaking sponsored projects given by the factory for their process and product development.

IPIRTI का IWST में विलय

1. पर्यावरण एवं वन मंत्रालय के आदेश सं.एफ.सं. 16-1/2022-आरटी दिनांक 22 अक्टूबर 2022 के तहत, भारतीय प्लाइवुड उद्योग अनुसंधान और प्रशिक्षण संस्थान (IPIRTI), बेंगलुरु का लकड़ी विज्ञान और प्रौद्योगिकी संस्थान (IWST), बेंगलुरु के साथ विलय कर दिया गया है। पूर्ववर्ती इपिर्टि पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय (एमओईएफ और सीसी), भारत सरकार का एक स्वायत्त निकाय था। और IPIRTI सोसायटी कर्नाटक पंजीकरण अधिनियम 1960 के तहत पंजीकृत थी और अब उपरोक्त विलय आदेश के पैरा 3 के अनुसार इसे भंग कर दिया गया है।

2. मेमोरेंडम ऑफ एसोसिएशन के नियम 4(1)(प) और इपिर्टि के नियम और विनियम के अनुसार सोसाइटी के सदस्यों के तहत, उद्योगों को योगदान के माध्यम से इपिर्टि सोसायटी के सदस्य बनने का प्रावधान था।

3. इपिर्टि सोसायटी की 57वीं वार्षिक आम बैठक (एजीएम) में, औद्योगिक सदस्यों सहित सभी सदस्यों की सहमति से इपिर्टि सोसाइटी के विघटन के साथ आईसीएफआरई के तहत आईडब्ल्यूएसटी के साथ इपिर्टि का विलय करने का निर्णय लिया गया। इस बैठक में यह प्रस्ताव रखा गया था कि IPIRTI सोसायटी के सभी सदस्य विलय किए गए संस्थानों के सलाहकार बोर्ड का हिस्सा हो सकते हैं।

तत्कालीन इपिर्टि की 57वीं एजीएम में दिए गए निर्देशों के मद्देनजर, महानिदेशक, भारतीय वानिकी अनुसंधान और शिक्षा परिषद, देहरादून ने देश में लकड़ी आधारित उद्योगों के लिए आवश्यक अनुसंधान और विकास में योगदान करने के लिए लकड़ी आधारित उद्योगों के लिए मंच की निरंतरता के लिए उद्योगों को अपनी सदस्यता प्रदान करने के लिए “आईसीएफआरई-वुड इंडस्ट्रीज कमेटी ऑफ इंडिया (आईसीएफआरई-विनकॉइन)“ नाम से एक सलाहकार समिति का गठन किया है।”

4. “आईसीएफआरई-विनकॉइन“ का दायरा इस प्रकार हो सकता हैः

क) लकड़ी के उत्पादों से जुड़े सभी लकड़ी आधारित उद्योगों (जैसे ठोस लकड़ी, फर्नीचर, हस्तशिल्प, आदि) और संबद्ध उद्योगों को प्रस्तावित समिति में एक साथ लाना।
इ) ICFRE & WINCOIN उद्योगों के सुझावों को आमंत्रित करने और उनके अनुरूप समाधान के लिए मुद्दों को उठाने के लिए, सालाना बैठक करेगा।
ग) सदस्यता शुल्क संरचना को उसी तरह बनाए रखने का प्रस्ताव है जैसा कि इपिर्टि सोसायटी की पिछली सदस्यता के लिए था। हालांकि इसकी समीक्षा हर दो साल में एक बार की जा सकती है।

5. “आईसीएफआरई-विनकॉइन“ के औद्योगिक सदस्यों के लिए प्रस्तावित लाभः

क) लकड़ी और लकड़ी आधारित उत्पादों के प्रसंस्करण और उत्पादन से संबंधित तकनीकी सहायता सेवाएं।
ख) क्षेत्रीय कार्यशालाओं/बैठकों के माध्यम से उद्योगों की सामान्य समस्याओं और उनकी आवश्यकताओं का समाधान प्रदान करें।
ग) प्रायोजकों के अनुरोध के अनुसार नियमित लघु अवधि के व्यावसायिक पाठ्यक्रमों के साथ-साथ विशेष रूप से संचालित पाठ्यक्रमों के माध्यम से उद्योगों द्वारा प्रायोजित उम्मीदवारों के लिए प्रशिक्षण और शिक्षा की व्यवस्था करना।

घ) लकड़ी और लकड़ी आधारित उद्योगों को अच्छी तरह से शिक्षित और प्रशिक्षित उत्पादन कार्यबल प्रदान करने में वरीयता।
ई) अनुसंधान एवं विकास परियोजनाओं में उद्योगों की समस्याओं और जरूरतों पर ध्यान दिया जाएगा।
च) उद्योग द्वारा उनकी प्रक्रिया और उत्पाद विकास के लिए दी गई प्रायोजित परियोजनाओं को हाथ में लेना।
छ) संस्थान में आयोजित महत्वपूर्ण उपलब्धियों और अन्य महत्वपूर्ण घटनाओं के बारे में लकड़ी और लकड़ी आधारित उद्योगों के लिए सदस्यों के साथ-साथ गैर-सदस्यों को भी प्रबुद्ध करना।
ज) उद्योग द्वारा विकसित नए उत्पादों के लिए विनिर्देशों का निर्माण और मौजूदा मानकों में मसौदा संशोधन जारी करना।
प) कारखाने द्वारा दी गई उनकी प्रक्रिया और उत्पाद विकास के लिए प्रायोजित परियोजनाओं को हाथ में लेना।
