Amendments in E-Way Bill Put on Hold

The Goods and Services Tax Network (GSTN) has temporarily deferred the implementation of new e-way bill features following concerns raised by industry regarding technology readiness and business processes. The changes were originally scheduled to come into effect from August 1.
Under the proposed amendments to the e-way bill system, businesses would have been required to provide the GST registration number (GSTIN) of the actual recipient (ultimate consignee) whenever an invoice was issued in the name of one party, but the goods were delivered to another party or to a different location of the same party.
Industry associations requested additional time for implementation, arguing that businesses would need to modify their ERP systems, update customer databases, and conduct extensive testing before the new rules could be rolled out. They also raised practical concerns regarding the collection of “Bill-to/Ship-to” GSTIN details, business confidentiality, and compliance challenges arising from the proposed verification requirements.
GSTN had first proposed these changes in its May 17 advisory. In an advisory issued on July 29, GSTN clarified that taxpayers do not need to make any changes to their systems based on the earlier advisory and should wait for further instructions before taking any action.
In addition, GSTN has introduced a voluntary facility that allows businesses to close an e-way bill after the delivery of goods, providing greater flexibility in the e-way bill management process.
