A high-level panel led by NITI Aayog member Rajiv Gauba has recommended reducing the Coastal Regulation Zone (CRZ) limit from 500 meters to 200 meters from the High Tide Line (HTL), aligning India’s norms with global practices where limits are generally under 100 meters.

The panel’s report supports Prime Minister Narendra Modi’s Independence Day reform agenda, proposing a comprehensive overhaul of environmental regulations through a 12-point action plan.

Key recommendations include:

    1. CRZ Limit Reduction (Deadline: Jan 31, 2026):
    • The current 500 m restriction is termed “overly restrictive,” affecting tourism, fisheries, and coastal infrastructure.
    • Reducing it to 200 m could free up around 2,790 sq km of coastal land for economic use while maintaining environmental safeguards.
    1. Simplifying Green Consent (Deadline: Nov 30):
    • Introduction of self-certification and third-party audits for pollution control approvals.
    • One-time consent to operate, ending renewal requirements.
    • Periodic inspections to be conducted by independent auditors, not pollution control officials.
    • Removal of rigid “siting” norms for industrial location approvals.

 

    1. Reducing Green Cover Mandate (Deadline: Oct 31):
    • Current 33–40% green cover requirement to be reduced to 10–15%, depending on industry type.
    • Aims to lower land acquisition costs and align with international norms (Vietnam, Indonesia, Brazil).
    1. Easing Environmental Clearance:
    • Auto-approval for project expansions that do not increase pollution load.
    • No separate clearance for units within approved industrial estates.
    • Streamlined approval process for Category B projects to prevent delays.
    1. Forest Clearance Reforms:
    • Degraded land to be made available for compensatory afforestation.
    • States to map and upload available non-forest land for faster approvals.

These measures aim to balance environmental protection with industrial growth, reduce red tape, and enhance India’s competitiveness. The proposed reforms are expected to be implemented between October 15 and November 30, 2025, through office memorandums and draft notifications issued by the Environment Ministry.
