While the government assesses the economic fallout of a proposed extension of the current lockdown, the Federation of Indian Chambers of Commerce & Industry (Ficci) has said the country can’t afford prolonged confinement.Arguing in favour of maximum social distancing at all costs, Ficci has called for dynamic policy measures to bringing about a fine balance that normalises economic and social activity in an exit strategy, released recently.

Prime among these is a demand for a package for migrant labourers as well as effective messaging by central and state governments to ensure their early return. Ficci has said the Department for Promotion of Industry and Internal Trade (DPIIT) may drive the process and instill greater confidence among the labourers.

For essential commodities, Ficci has proposed greater relaxation in the number of hands working at the plant and warehouses. It has also suggested that industry associations be allowed to submit to the Centre the names of companies, their manufacturing/warehousing locations and the number of people at each location by shift. A central administrative manager for each firm would be empowered to issue authorisation letters to employees along with copy of a central letter that must be recognised by the State government.

It also wants the government to institute Covid-19 standards for manufacturing, compliance to which will enable even non-essential units to operate.

सरकार मौजूदा देशबंदी के आर्थिक नुकसान का आकलन कर रही है, वहीं भारतीय वाणिजय एवं उद्योग महासंघ (फिक्की) ने कहा है कि देश लंबे समय तक बंदी नहीं झेल सकता है। हर हालत में अधिकतम सामाजिक दूरी बनाए रखने का तर्क देते हुए फिक्की ने कहा है कि आर्थिक और सामाजिक गतिविधियों में संतुलन बनाए रखने के लिए गतिशील नीतिगत कदम उठाने की जरूरत है। इसमें सबसे अहम मांग विस्थापित श्रमिकों के लिए पैकेज की मांग के साथ उनकी जल्द वापसी सुनिश्चित किया जाना है। इसमें कहा गया है कि उद्योग संवर्धन और आंतरिक व्यापार विभाग भी इसकी प्रक्रिया चला सकता है, जिससे श्रमिकों के बीच ज्यादा आत्मविश्वास आ सके।

आवश्यक जिंसों को लेकर फिक्की ने कहा है कि इस क्षेत्र में संयंत्रों व गोदामों पर ज्यादा मानव संसाधन लगाए जाने के लिए अधिक छूट की जरूरत है।

संठगन ने यह भी सुझाव दिया है कि उद्योग संगठनों को कंपनियों व उनके केंद्र, उनके विनिर्माण व गोदाम के स्थल, काम करने वाले कर्मचारियों की सूची दाखिल करने की अनुमति दी जानी चाहिए।

फिक्की ने कहा कि विनिर्माण क्षेत्र के लिए कोविड 19 मानक तैयार करें जिसमें गैर आवश्यक वस्तुओं की इकाइयों को भी काम की अनुमति हो।

खुदरा: आवश्यक सेवाओं में लगे कर्मियों को कंपनी के पास के आधार पर आवाजाही की अनुमति हो

एफएमसीजी: काॅर्पोरेट कार्यालय धीरे धीरे शुरू किए जाएं, किराना की दुकानों पर आपूर्ति की श्रृंखला बहाल की जाए

ई-काॅमर्स: ई-काॅमर्स में काम करने वालों के लिए बीमा योजना घोषणा हो

हेल्थकेयर: ज्यादा, मध्यम और कम जोखिम के जिले व शहर चिह्नित किए जाएं

शिक्षा: सभी कक्षाओं को दो पूल में बांटकर 1 मई और उसके बाद से चरणबद्ध तरीके से स्कूल खोले जाएं

होटल: मेडिकल स्टाफ का जिन होटलों में पृथक्करण किया गया है, उन्हें काम करने की अनुमति दी जाए
