Experts fear massive 40% fall in April GDP, call for unlocking of economy

Fearing a 40 per cent contraction in India’s gross domestic product (GDP) in April, experts have cautioned that India should not send out a signal that the lockdown is resulting in making it a controlled economy.
“Only agriculture, government services and telecom would have come through unaffected,”

Basu said the first step that India took to arrest the spread of coronavirus was correct.
“We needed to get into discipline, we needed to follow rules. All those were correct, but we have to be careful here on because the language of the world is changing. People are now getting worried about the economic fall out,” said the professor of economics at Cornell University. “If the country does not take steps of unlocking properly, it despite possibilities may run into difficulties.” he said.

He clarified that unwinding does not mean that you open up everything. “You have to have rules on large gatherings. Buses needed to be half full with open windows,” he said.

अप्रैल में देश के सकल घरेलू उत्पाद (जीडीपी) में 40 फीसदी संकुचन आने के आशंका के बाद विशेषज्ञों ने चेताया है कि भारत को यह संकेत नहीं देना चाहिए लाॅकडाउन इसे नियंत्रित अर्थव्यवस्था बनाने की ओर बढ़ रहा है।

केवल कृषि, सरकारी सेवाओं और दूरसंचार क्षेत्र ही अप्रभावित रहा है।’

काॅर्नेल विश्वविद्यालय के प्रोफेसर बसु ने कहा, ‘हमें अनुशासन में रहने की जरूरत थी, हमें नियमों को मानने की जरूरत थी। वो सभी चीजें सही थी लेकिन हमें सावधान रहने की जरूरत है क्योंकि दुनिया की भाषा बदल रही है। लोग अब आर्थिक संकट को लेकर चिंतित हो रहे हैं।’

यदि देश परिसंपत्ति को खोलने के लिए कदम नहीं उठाता है तो यह संभावनााओं के बावजूद समस्याओं में फंस सकती है।
खोलने का यह अर्थ नहीं है कि आप सभी चीजें खोल दीजिए। ‘आपको बड़ी संख्या में भीड़ जमा होने को लकर नियम बनाने होंगे।

बसों की खुली खिड़कियों के साथ आधे ही भरकर चलाने होंगे।’

हालांकि, देश की फैक्टरियों, कंपनियों को चालू करना होगा और आवागमन की अनुमति देनी होगी। ‘यदि हम ये कदम नहीं उठाते हैं तो अर्थव्यवस्था को भारी आघात लगेगा और यदि यह पूरे जोर से पड़ा तो हम इसका सामना नहीं कर पाएंगे।’

कुछ शीर्ष अर्थशास्त्रियों ने नकद और खाद्य सब्सिडी देने की बात कही है। ‘लेकिन यदि एक सीमा से परे जाकर आपने अर्थव्यवस्था को बंद कर दिया तो यह घातक होगा। आपके बाजार के लिए जगह छोड़नी होगी। हमें निजी क्षेत्र, छोटे उद्योगों के लिए जगह बनानी होगी।
