Govt Bans Import of Power supply Equipments from China

The Ministry of Power on Friday announced import restrictions on equipment used for “power supply systems and networks”, citing security and cyber threats. While banning imports from China, the ministry said prior permission would be needed to import from countries on the ‘prior reference’ list, which includes China and Pakistan.

“All equipment, components, and parts imported for use in power supply systems and networks shall be tested in the country to check for any kind of embedded malware, Trojans, or cyber threat, and for adherence to Indian standards,” said the order issued by the ministry.

Power supply equipment include products used in transmission and distribution infrastructure of power, such as transmission towers, transformers, cables, meters, and motors. Some of them can be remotely monitored and operated. As power infrastructure is increasingly powered by information technology and artificial intelligence, its vulnerability to cyberattacks has also increased.

चीन से नहीं आएंगे बिजली उपकरण

बिजली मंत्रालय ने चीन से ‘विद्युत आपूर्ति प्रणाली एवं नेटवर्क’ उपकरणों के आयात पर आज पूरी तरह रोक लगा दी। सुरक्षा खतरे और साइबर हमलों का हवाला देते हुए मंत्रालय ने दूसरे देशों से इनके आयात पर भी कुछ पाबंदी लगाई हैं। मंत्रालय ने कहा कि ‘पूर्व संदर्भ’ सूची में शामिल देशों से आयात के लिए पहले मंजूरी लेनी होगी। इस सूची में अब चीन और पाकिस्तान को भी रख दिया गया है।

मंत्रालय द्वारा जारी आदेश में कहा गया, ‘विद्युत आपूर्ति प्रणाली एवं नेटवर्क में इस्तेमाल के लिए आयात होने वाले सभी उपकरणों और पुर्जाें की यह सुनिश्चित करने के लिए जांच की जाएगी कि उनमें कोई मालवेयर या जासूसी करने वाला साॅफ्टवेयर या किसी तरह का साइबर खतरा तो नहीं है और वे भारतीय मानकों पर खरे उतरते हैं या नहीं।’

बिजली आपूर्ति उपकरणों में वे उत्पाद शामिल हैं, जिनका इस्तेमाल बिजली के पारेशण एवं वितरण ढांचे में होता है। इसमें पारेशण लाइनों के लिए टावर, बिजली ट्रांसफार्मर एवं केबल जैसे बड़े उत्पाद और मीटर, मोटर, कंडक्टर जैसे छोटे उत्पाद शामिल हैं। मीटर, बिजली पारेशण बुनियादी ढांचे जैसे बहुत से विद्युत उपकरणों की दूर से ही निगरानी की जा सकती है और उन्हें दूर से ही चलाया जा सकता है। बिजली के बुनियादी ढांचे में सूचना प्रौद्योगिकी और कृत्रिम मेधा (एआई) का इस्तेमाल बढ़ रहा है, इसलिए उस पर साइबर हमले होने का खतरा भी बढ़ा है।
