Green tax on old vehicles

The Union Minister for Road Transport and Highways Nitin Gadkari said his department has approved a proposal to levy ‘green tax’ on old vehicles polluting the environment. The proposal will go to the states for consultation before it is formally notified.

According to the proposal, green tax will be imposed on transport vehicles older than eight years at the time of renewal of the fitness certificate- at the rate of 10-25 percent of road tax. Personal vehicles will also be charged the same levy at the time of renewal of registration certification after 15 years.

Public transport vehicles, such as city buses, will be charged a lower green tax.

In the case of vehicles being registered in highly polluted cities, a higher green tax (50 per cent of road tax) and a differential tax, depending on the fuel (petrol/diesel) variant and type of vehicle, will be charged.

Hybrids, electric vehicles, and alternative fuels, such as compressed natural gas, ethanol, and liquefied petroleum gas, will be exempted. Also, farm vehicles, such as tractors, harvesters, and tillers, will be exempted.

पुराने वाहनों पर हरित कर

केंद्रीय सड़क परिवहन एवं राजमार्ग मंत्री नितिन गड़करी ने कहा कि उनके विभाग ने पुराने वाहनों पर ‘हरित कर’ लगाए जाने के प्रस्ताव को मंजूरी दे दी है, जो पर्यावरण को प्रदूषित कर रहे हैं। इसे औपचारिक रूप से अधिसूचित किए जाने के पहले यह प्रस्ताव परामर्श के लिए राज्यों के पास भेजा जाएगा।

प्रस्ताव के मुताबिक 8 साल से पुराने ट्रांसपोर्ट वाहनों के ऊपर फिटनेस प्रमाणपत्र के नवीकरण के समय 10 से 25 प्रतिशत तक पथकर लगाया जा सकता है। साथ ही निजी वाहनों के लिए 15 साल बाद पंजीकरण का नवीकरण कराने के वक्त इतना ही शुल्क लगाया जा सकता है।

परिवहन के सार्वजनिक साधनों, जैसे सिटी बसों पर कम हरित कर लगाया जाएगा।

स्ट्रांग हाइब्रिड, इलेक्ट्रिक वाहन और वैकल्पिक ईंधन से चलने वाले वाहन जैसे सीएनजी, एथेनाॅल, एलपीजी आदि से चलने वाले वाहनों को छूट दी जाएगी। साथ ही कृषि वाहन, जैसे ट्रैक्टर, हार्वेस्टर, टिल आदि भी छूट के दायरे में आंएगे।

मंत्री ने सरकारी विभागों व पीएसयू में चलने वाले 15 साल से ज्यादा उम्र के वाहनों के रजिस्ट्रेशन खत्म करने व उनके स्क्रैपिंग की नीति को भी मंजूरी दे दी है। इसे अधिसूचित किया जाएगा और 1 अप्रैल 2022 से कानून प्रभावी होगा।

• लोगों को ऐसा वाहनों के इस्तेमाल से हतोत्साहित करना, जिनसे पर्यावरण प्रदूषित होता है
• लोगों को नए और कम प्रदूषण फैलाने वाले वाहन खरीदने के लिए प्रोत्साहित करना
• ट्रैक्टर, हार्वेस्टर जैसे कृषि वाहन व प्रदूषण न करने वाले वाहनों को छूूट होगी
