Sub: Suggestions for proposed amendment in Black board (IS: 1659)
With reference to the above we wish to submit our following suggestions:
1) MoR – MoE:- Present value of MoR and MoE has been prescribed at 36/40 and 3600/4000 respectively. These values are very difficult to achieve in mass production. The reason being the plantation timber used in wooden battens and the cross band. The plantation timber’s cycle is 4 to 7 years as compared to 50 to 60 years of forest timber. Therefore these values need be relooked at. The track record of random test report of market sample of so many license holders can also be referred to and a view can be formed based upon the result of those test reports. The ideal achievable values should be 24/27 and 2400/2700 for MoR and MOE respectively.
2) Cross Bands:- Now a day’s core veneer thickness is around 1.50mm only due to low girth of wood logs. Higher thickness is not possible to obtain from the peeling. Therefore 2 cross bands on each side should be permissible within the prescribed gross thickness of cross band which is 3mm.
3) Spot Test:- Timber which are not prone to borer and fungal atack such as poplar, eucalyptus and meliadubta should be exempted from wood treatment. The timber variety are already specified to be marked on the surface of the wood.
4) Thickness of Face Veneer:- Available thickness of face veneer is only 0.30mm. Necessary amendments be made to revise the face thickness.
These changes as suggested above are the need of the time.

Sub: Review of marking fees for small units
1st of all we thank you for reducing the marking fees on Micro units by 80% on wood products. The small units also need this discount. The small units are passing through a different phase since Covid-19 pandemic. The reduction in fees will help them to some extent.
Further many of the small units are not yet under the BIS licensing frame work. With compulsory licensing w.e.f. 1st May 2024, small units will be required to obtain BIS license and in the process they have to incur huge expense for some machineries and lab equipments and engaging quality control person. Their financial position is not such to bear all such expense at a time.
They also deserve 80% discount on marking fees which may kindly be considered and allowed.
