We are conducting our today’s program in the presence of Shri Rajesh Kallaje Ji, who is the current Director in Charge of IWST. Shri Rajesh Ji is a 2001 batch Chhattisgarh cadre officer, who has done Post Graduation in Forestry Science from Karnataka. Rajesh Ji has a keen interest in Agro Forestry and Production Forestry. Even today, many questions about QCO are lingering in the minds of industrialists.

However, in the marathon meetings of CED 20 for one and a half years, a lot of positive changes have been done in the specification of BIS, Which were overdue for the last several years.

With the inspiration of Shri Subhash Chandra Jolly Ji, President of the wood Technologist Association, Ply Insight has also played an effective role in public awareness.

The biggest change has perhaps been in the marking of grades. The scholars present here will explain this in detail.

However, there are still some doubts in the mind of the industry for example

  • Sampling policy for testing
  • Fake ISI Products in the market
  • Expenses incurred per BIS license

There is definitely a doubt –

Should this change be considered as a cause of further aggravating the current recession in the market or a good use of time for a safe and bright future?

Welcome to all the panelists present in this important webinar. Specially to the current director in change of IWST, Mr. Rajesh Kallaje. We have always received the support of former director Dr. M.P. Singh. We hope that Rajesh Sir will also shower his blessings to us.

Many amendments have been made in the specifications of IS 303 and all have been put in wide circulation for discussion. All of you are requested to discuss it and if there is any issues in it, then it should be brought in to light so that efforts can be made for a solution.

Although I am deeply interested in the subject. But since I have just taken over the charge of IWST and actively participating in this subject for the first time. Therefore, I will try to understand problems of the industry raised by you people in detail and how IWST will be able to solve it.

  • Industry should be aware of simplified IS 303 :

IS 303 has been simplified a lot. Although it has been published for wide circulation to be evaluated by the industrialists. Still it seems that most of the industrialists are unaware of the finer points of the draft. This should be discussed. So that there can be clarity in it.

While preparing this draft, it was kept in mind that our MR grade ply passes all the tests hassle free. Whatever amendments have been done in it, have been prepared with the suggestions and consultations of industrialists.

As far as the quality control order is concerned, now moving forward on it is the only way out. As the quality of the imported goods is low, that’s why cheaper. This is pulling back our industry. Therefore, we expect that quality control should be implemented at any cost. The government has done it’s job. Now it is in our hands, how we implement it successfully.

IWST and BIS are campaigning vigorously to aware industrialists about it. Regarding other remaining standards, the main issue, observed till now, is the chemical preservative treatment. Discussion is going on to settle it. As soon as the feedback is received, changes will be made in this as well.

There is still issues in block board; How much value should be there for determination of its strength, how much load should be kept in testing. Because, there is ample variation in it’s samples, due to small pieces of timber, utilized in manufacturing. Its data is being collected. Its value has not been decided yet. Multiple changes have taken place in the industry in the last ten years.

Feedback should also come from the industry on MDF and particle board, veneer particle board etc. Because once its standards are finalised, the industrialists will have to follow them mandatorily.

It may be difficult to solve if any issue arises afterwards.

Therefore, there is still time. It would be appropriate to convey industry’s view point about it.
