Plan to Monetize 100 Public Sector Assets

Prime Minister Narendra Modi recently made a strong case for privatization of public sector undertaking that he said burdened the taxpayer, and stressed that the government has “no business to be in business.” He said his regime has set a target to monetize 100 PSUs in oil, gas, airport, ports, power, among other areas, which will draw R2.5 trillion of investment.

“This process will continue in the future as well,” he said at a webinar on privatization and investments in the Budget for 2021-22.

The PM underscored the need for adopting the best global practices for determining price discovery of these assets and mapping stakeholders.

The PM said the change in management in PSEs often takes these units to new heights. “Our mantra is ‘monetise and modernize’,” he said.

He said the taxpayer’s money is used for keeping even loss-making PSEs running, whereas it should have been utilized for social welfare schemes for the poor and for meeting the aspirations of the youth.

“PSEs need not be run simply because they were there for so many years and were the pet projects of someone,” he emphasized. They should be run if they are useful for some specific and strategic sectors, he clarified.

The government needs to support enterprises and businesses in the country, but need not run these enterprises in this era. There is lack of commercial decision-making in the government. Employees don’t take decisions out of fear of legal tangles and let the system work as it is,” he said.

The government has the best workforce, but it is trained in running the public administration and social welfare activities.

“When the government does business, the bright workforce has to be shifted from its core activity. We do justice neither to the employees nor the enterprises. That is why I say the government has no business to be in business,” he said.

The money that will accrue through asset monetization and privatization will be used for social welfare activities building houses for the poor, laying roads in villages, opening schools, and bringing potable water to the poor.

प्रधानमंत्री नरेंद्र मोदी ने 24 फरवरी को कहा कि व्यवसाय करना सरकार का काम नहीं है। उन्होंने कहा कि उनके कार्यकाल में तेल, गैस, हवाईअड्डा, बंदरगाह, बिजली सहित विभिन्न क्षेत्रों में सार्वजनिक क्षेत्र की 100 संपत्तियों को बेचने का लक्ष्य रखा गया है, जिससे 2.5 लाख करोड़ रुपये आएंगे।

2021-22 के लिए निजीकरण और निवेश पर आयोजित एक वेबिनार में उन्होंने कहा, ‘भविष्य में भी यह प्रक्रिया जारी रहेगी।’ प्रधानमंत्री ने इन संपत्तियों के मूल्य की खोज और हिस्सेदारों की तलाश में बेहतरीन वैश्विक प्रक्रिया स्वीकार करने की जरूरत पर बल दिया।

उन्होंने कहा, ‘सरकारी कंपनियों को केवल इसलिए नहीं चलाया जाना चाहिए कि वे विरासत में मिली हैं।’ प्रधानमंत्री ने कहा कि रुग्ण सार्वजनिक उपक्रमों को वित्तीय समर्थन देते रहने से अर्थव्यवस्था पर बोझ पड़ता है। मोदी ने कहा कि बजट 2021-22 में भारत को ऊंची वृद्धि की राह पर ले जाने के लिए स्पष्ट रूपरेखा बनाई गई है। उन्होंने कहा कि कई सार्वजनिक क्षेत्र के उपक्रम घाटे में हैं, कईयों को करदाताओं के पैसे से मदद दी जा रही है। रूग्ण सार्वजनिक उपक्रमों को वित्तीय समर्थन से अर्थव्यवस्था पर बोझ पड़ता है।

उन्होंने कहा कि सरकार के पास कई ऐसी संपत्तियां हैं, जिसका पूर्ण रूप से उपयोग नहीं हुआ है या बेकार पड़ी हुई हैं, ऐसी 100 परिसंपत्तियों को बाजार में चढ़ाकर 2.5 लाख करोड़ रुपये जुटाये जाएंगे। मोदी ने कहा सरकार मुद्रीकरण, आधुनिकीकरण पर ध्यान दे रही है। निजी क्षेत्र से दक्षता आती है, रोजगार मिलता है। निजीकरण, संपत्ति के मुद्रीकरण से जो पैसा आएगा उसे जनता पर खर्च किया जाएगा।

प्रधानमंत्री ने कहा कि सरकार 4 रणनीतिक क्षेत्रों को छोड़कर अन्य सभी क्षेत्रों के सार्वजनिक उपक्रमों के निजीकरण को प्रतिबद्ध है। उन्होंने कहा कि रणनीतिक महत्त्व वाले चार क्षेत्रों में सार्वजनिक क्षेत्र की कंपनियों को कम से कम स्तर पर रखा जाएगा।
